I don't think a bomb has to be highly costed, but it deffinitely has to be game changing. Managorger Hydra and Scute Mob are examples of cards that aren't highly costed and are generally seen as bombs, since they will win the game on their own if not dealt with.

Joking aside, to my understanding, a bomb refers to a card played in a Limited format (Draft or Sealed) that is likely to win the game in a few turns if not answered. These cards are usually at the top of the curve and usually creatures. Assigning the term to an efficient card or a desirable money card seems incorrect to me. I've been playing the game off and on since 1995 and the only time I've heard the term used in another way is at the kitchen table, where someone's "bomb" is the one powerful card in a theme deck full of otherwise mediocre cards that fit theme. It is pretty much always used in relation to Limited.
Definitely a limited term. If anyone was thinking otherwise, they were probably misled for a very long time.
Bombs are usually rares, usually creatures. Wizards has used the term as a barometer for developing drafts. In the past, there were so many bombs that things were hard to track, drafts became skewed and stuff. Some formats do get ruined by said bombs.
Nowadays, you'd be happy to have more than 3 bombs in your draft. Most cards have been assigned their "true" rarity.
I'm hearing rumors that BFZ will have the treasures return again, but this time in the form of foil full art fetches, and apparently distribution will be like, 2 per case of boosters.
