This is the kind of aggression I like in blue. It plays up the concept of extreme fragility. The biggest knock against it is that other colors are getting 4 damage from their 2-drops by just jumping through some hoops, like how rakshasha was the new leech, that sort of thing for 4 power, and getting 3 power with little or no drawbacks. So its interesting to give a glass cannon to blue, and its not even bad. And as pointed out, its a playable ferocious enabler.
Seems quite decent in limited. Works quite well with Manifest - a surprise 4/1 for 1U is great for combat tricks, and the downside is almost irrelevant for most of those scenarios. He's also a 2-drop Ferocious enabler.

4 power for 2 mana is probably worth it even when the creature is as fragile as they come. It's hard to lose tempo with this guy and if your opponent can not adequately remove it or block it you'll be getting in for a considerable amount of damage in the early game. The fact that it's Blue and an Elemental makes it awesome with Master of Waves, and that's not too shabby.
Solid solid two drop. As someone else mentioned, it already dies to everything under the sun, so the fact that it dies to any targeting is not really relevant (sort of actually since it makes bile blight worse). Still dies to doomwake though. However, this comes out way faster and can be a beating. Now we need some better bouncing spells and we're good to go.
Limited. First of all, with all the ETB tapped lands, many decks do nothing until t3. On the play, you get a near lava ax + trading with their 3 drop. This card is easy first pickable in limited.
Constructed. Aggro blue creature with basically no downside. Seems fairly good and should find a home somewhere eventually.

"Dies to removal" is only a relevant argument when you're investing large quantities of mana and getting blown out by a 1-2 mana spells without gaining any value, likely resulting in a huge tempo loss. It's why something like Kalonian Hydra dieng to removal was relevant, and this dieng to removal is not so relevant.
This seems great for standard constructed. I can imagine playing this in my Temur Tempo deck. The only problem is that it gets blown out by tokens. However, besides that it is all upside. My favorite part is going to be that sad look my opponents have when they have to Magma Jet him and then can't scry. On the other hand, Defiant Strike and Ajani's Presence kill him, so he probably won't be great against UW Heroic.
At first I thought cool a decent bolster target but after reading his ability it's not oh well limited card for sure and a decent late pick in draft I guess. The fact that it's an uncommon taking up a slot makes me sad though.
It at common would be insane. On limited, almost anything that would target it would kill it anyway, unless your opponent start to use their auras to kill it, wich are still something good, since they will spend a card that would otherwise power up his creatures.
It's a very aggresive early drop that punish severely those who plays the slow game.
Uncommon slot is mostly based on limited and this one would be very problematic if was common.
I think its application in standard is bad. THis dude makes goblin tokens look like rock stars. However, in modern, this dude will eat bolts and at worst a path w/o being able to search for a basic

But yeah, pretty strong and aggressive creature. Red only wishes it could have something this aggressive. Even green's 2-drops aren't this powerful.
Unfortunately this guy trades with tokens and satyr wayfinders all day. Not exactly what I want my 2 drop aggressive creature to be doing. I still wouldn't be surprised if this saw a decent amount of play.

They don't get the draw on Defiant Strike because it fizzles though, so there's that.
