I dunno what some are thinking when the current art is already gorgeous... There're a few consequences if you commission a new art for a card already in high demand.
- Expensive to recommission for new art (according to MaRo)
- Expensive for the consumer (Goyf, Bob, etc becoming even more expensive than already was)
Besides the potential to get a "nicer art", I don't see any other upsides to having a new art. This is the step in the right direction if we wanna to mitigate skyrocketing prices on cards.

What if this is Wizards goal? This will make less people want to get and hold on to the promo which increases the Supply of LotV without greatly increasing the demand. If they put out a new art every collector will have to grab the new art and hold onto the old one which does increase the supply, but also increases demand because now some people will want to keep a second one which they didn't need to before. I mean, I would like new art here and put her in Modern masters II, but if this one is just to get a few more copies, and then they throw new art in modern masters II that would be pretty sweet.
As a side note it also seems like the current precedent is to only have alternate art on Planeswalkers for their duel decks. Maybe that is something that wanted to keep going? Which makes me wonder when they are going to make duels decks:liliana of the Veil vs. Jace the Mind Sculptor. I think that would be sweet...
The old art is good, and printing a less collectible promo version of her helps bring her price down, which is sorely needed. I approve. I hope we'll see at least a moderate price dip, though I'm not so sure.

....ah...that changes things abit....Approximately how many copies are actually in circulation?
I would do the maths myself, but other than knowing Innistrad was very popular and many box's / sets redeemed, I have no idea what the actual number are.

9000 would be an almost insignificant amount compared to the lilis that were printed in INN. Also, looking at it at a different perspective. Lets say they only gave out a particular promo at 3 GPs, think about how insanely limited such a card would be, and roughly 3 GPs these days would yield 9000. Actually, i wouldnt be surprised if these new promo lilis end up at 1.5x the price of normal ones because of their small quantities.
I hope they don't think this makes up for not reprinting her in M15.

All signs point to that. They didn't even have time to commission new art. It's a damn shame, because she desperately needs a proper reprint. I understand Wizards has been upset with the power level of standard in the last few years, but their reasoning for not printing her (that they needed to print specific hosers for her) is ridiculous.
oh man, i bought 3 Liliana´s this week for 45 Euro per Card. And now they give it away for free....i hate everybody. 150 Euro out of the Window
It's not really "free" per say. You still have to win at a PPTQ to get to the Regional PTQ and then you still have to pay for transportation and entry to both tournaments.

The First Preliminary PTQs feeding into the Vancouver Regional PTQ are scheduled to run from December 6th to February 22nd. If you win a Preliminary PTQ you gain an invite to the Regional.
The first Regional PTQ isn't set to take place until April 25th, 2015. This will be the first opportunity for players to get their hands on a promo Liliana of the Veil. There is a bit of time to go until we can get our hands on some.
