Think people are making far too much of darksteel citadel and shrapnel blast. I vaguely recall a standard season where phylactery lich existed and was unplayable. And M14 has darksteel forge which sees no standard play whatsoever and wasn't some hint about the nature of theros block.
Now if only the Lich was getting a reprint with Darksteel Citadel..that would be fun.
I feel like that combo in mono black devotion would just be really mean... (EDIT: Obviously, there'd have to be at least one or two other artifacts that MBD would want, for the sake of consistency, to be a viable thing to consider, but still :P)

But it will be reprinted as an "extra". I think the biggest clue from that reprinting is not "what will it/can it do in standard", but "why is this a card they expect to do nothing"?
4 mana is not the be all of wrath effects. I dont mind if they give us an 5 CMC just make it a good one if that happens. If they give me Hallowed Burial wed play that sucka all day every day. If they give me a strictly worst day then we will be sad pandas
You have a fair point, for sure, but we've seen them turn planar specific cards into more generic versions (Recent example being Llanowar Elves becoming Elvish Mystic) for the core set because they specifically don't want planar races to be a thing unless there's a reason behind it. I did some quick research on planar specific races in core sets (I looked at Kithkin, Kor, Veldaken and Kobold, as those four came to my mind the fastest.) and it's happened twice among those four races, once in 4th edition and once in 10th, long before they decided to make the change.
Also, Wizards has had chance to do Kithkin cards in core sets that would have made total sense (Ballyrush Banneret in the core set where they spammed Soldiers, Goldmeadow Harrier when they printed Gideon's Lawkeeper) and instead turned them into generics or didn't include them at all. I don't see why they wouldn't do the same with Skirmsher, especially since it references a particular plane.
I think they've eased up on that philosophy lately. M13 had a cycle of legendaries from other planes/specific locations as well as 21 other cards that referenced various locales. M14 had another 15 or so.
They do often try to genericize cards, but I think that is mostly in order to make them available for reprints in expansions as opposed to Core Sets, so they don't have to make sense in the context of the setting, e.g. Elvish Mystic would be possible in any environment that featured elves. But in the past few years, the Core Sets have become a bit of a mash-up of several different popular or recently-featured planes in order to give newer players an introduction to some of the lore, stories, and locations featured in the game. So I wouldn't necessarily read anything into Kinsbaile Skirmisher's presence. Of course, I could be totally wrong and the little guy is a plant to hint at the return of Kithkin on Tarkir. But in the past couple years, we've seen card names referencing Zendikar locations, and they certainly weren't hints that we were going back there next, so...I take these things with a grain of salt.
Dragons have been a theme in the last serveral core sets.
Say what? M14 and M13 both had 4 cards each that were either dragons or dealt with them in some way (dragon egg hatching a token), with one at each rarity; and M12 also had 4 (not counting Dragon's Claw or Dragonskull Summit) with two uncommons, a rare, and a mythic. I'd hardly consider 4 virtually unrelated cards a theme. If that is a theme, then nearly every set has a dragon theme...as well as a human theme, a soldier theme, a wizard theme, a goblin theme, a beast theme, a bird theme, an elemental theme,....I could go on....
Can someone confirm that the flavortext on the spoiler page for Juggernaut is indeed the actual flavortext on the card?
Pretty sure that's just a placeholder. The mods often add made-up flavor text for cards that haven't officially been 100% spoiled yet during spoiler seasons. I would love that to be real, though. X)
