My store got cut from 100 down to 80 pre-release packs. Last time we ran 3 events that totaled about 75 players so we had 25 extra... this time we scheduled 4 events so 80 probably won't be enough... we might have to limit the number of players for the Sunday(last) event. Not a huge deal, but also not good either to have 20 fewer decks while running 1 more event.
If people are seriously worried about this, why not simply switch back to the old model of 6 regular boosters of M15, when you run out of pre-seeded stock and pay prize support in the form of store credit or a released set (Theros for example).
As long as you are transparent with your customers, I really don't think it will comprimise the pre-release experience!

Disclaimer: As per the norm, I am aware some people will disagree with my opinion and I acknowledge there is a possibility that my opinion is wrong. The above post is simply my musings on what I view to be the most likely scenario given the information that is available and I am aware of at the time of typing! Peace.
It's a core set, not surprising honestly. Very few people show up for those at my LGS. M14 was OK but that's about it, nowhere near as fun to draft as M13
Funny... My store usually as many if not more people for Core Set prereleases than for other sets.
People not liking Core Sets seems to be a carry over from when they were white bordered reprint sets. (ie. Trash to most players.)
In areas with lots of older veteran players, that attitude seems to have persisted. In areas with mostly players who started playing in the M10 or later eras, (such as mine) that attitude just isn't present.

Decks: Standard - Rally, Modern - Kikichord, Legacy - Elves
Commmander - Eight-and-a-Half Tails; Kiki-Jiki, Mirror Breaker; Prime Speaker Zegana; Alesha, Who Smiles at Death; Daxos the Returned; Mazirek, Kraul Death Priest; Patron of the Moonfolk; Animar, Soul of Elements
Man it would be fine for most stores:
give the seeded packs players opens as a prize and make a 6 normal booster seleaded formart as it was for core sets ...
WotC hasn't cut the number of Prerelease Packs a WPN location is getting. They are "just" cutting the number you get with free price support. You can still order more if you want but you will then have to pay for the price support (not optional).
Basically, WPN location will get the same number of product but will have to pay more for it.
That's inaccurate. The change you're referring to happened sometime back in Theros or Born, and when it happened we jumped from 90 total seats to 150.
Today, we got our M15 numbers and we were cut from 90 seats allocated with free prizes & 90 with paid prizes for Journey to 60 & 60 for M15. That's fine for us since we expect to drop 30+ seats from the summer slump, but if stores that are used to hosting 300 person weekends are seeing the same kinds of drops (or worse) then that's a little dramatic.
Lol you know that 0 Prerelease kits = 0 Booster packs = no prerelease right? Is that truly what you're hoping for?
I'm pretty sure my LGS gets the prerelease kits and regular booster displays shipped at the same time. They just don't sell boosters the first week. But I'm located in Europe so distributor-store relations might be different on the wrong side of the pond.
And by "prerelease kits" I was referring to the boxes that get handed out to the players.
