Also pretty sure that the people who design cards don't read the books before they design cards. Cause if that was the case, Emmara Tandris wouldn't suck so bad.
Designers are certainly familiar with the story and flavor, but the creative side of things for a given block isn't always properly fleshed out before design is finished. As for Emmara, she sucks because design had to switch the abilities of her and Voice of Resurgence when they decided to make all of the guild champions rare instead of mythic. Gameplay will always trump flavor in these situations.
And by god did that switch make Voice good and Emmara bad. Imagine Voice giving token indestructibility and Emmara instant-hosing. Both would most likely not make the cut for any competitive decks but flavor-peps would be happy, I suppose.
Btw I'm pretty impartial how this turned out and just find it a fun observation.
PW's are extremely powerful, they used to be gods. They have gotten weaker but I am pretty sure no one want's a eldrazi PW or a phyrexian PW for that matter. PW's have the spark, one of the strongest sources of magic capable of repairing time holes, purifying bodies and much more. So to say a PW isn't stronger than a regular mage is bull. Even Venser with his short-lived spark was much stronger then he was before.

I would expect to see 2 or 3 for each Planeswalker. I am a BIG fan of how they do this. The Jace Counterspell and Tibalt Browbeat are some of my favoriate Planeswalker themed reprints.

from what I can tell in the art, Vraska is behind Jace, coming out of the shadows going "I heard you talking smack yo, come look me in the eyes and say it to my face ya punk blue mage" jace kind of walking away "nope, will be having none of that"
In what universe? If you build a deck like that, and ever draw that hand, I will personally come to wherever you live, perform complicated acts of awestruck ********, then disembowel myself to escape the world that allowed something like this to occur and validate you.

It might well be a reprint of Abrupt Decay instead of some other form of B/G removal. Yes, it's running about 5 dollars, currently, but it's a lot faster and more efficient than Gaze of Granite.
Speaking of Abrupt Decay, I couldn't wrap my head around the art for that card - is it supposed to be a Izzet cyclops being destroyed or something?
Again, though, will Jace's deck be the kind of thing against which you want to use a sweeper? Artifacts, maybe, enchantments, quite possibly, but creatures? I think such creatures as Jace's deck is going to use are going to be spells on a stick, and Vraska will have more to fear from ETB effects or mana abilities than from the bodies themselves.

Exactly. The variety in Jace art is good considering he pops up all.the.time.
But who runs a Scavenge deck in other formats? Has a Scavenge deck ever won a competition? Even if you go for the whole "I'm going to dump half my deck in my graveyard and then Scavenge something into a monster", it doesn't work - the casting costs of Scavenge are RIDICULOUSLY high and prohibitive. I feel like Bloodrush was the mechanic Scavenge ought to have been.
Anyway, that's all besides the point - it wouldn't make sense to stick it in there because, well, we just had an entire block where Scavenge was a mechanic and they're going to throw in cards that will barely have grown cold? I could see it if it was something like Dreg Mangler, as a one-off, since it was one of the most playable Golgari cards we got in this block.

But, how much a particular mechanic shows up in constructed competitions has a very limited impact on these products, especially when looking at newer cards.
Not saying your wrong, but even if this were RW planeswalker X vs UB planeswalker Y, we shouldnt look at how much Battalion or Cipher showed up at Standard tournaments as a measure of what cards to expect. (For one thing, this is not truly good measure of a mechanic's popularity.)
It is more about HOW WELL THE DECKS PLAY TOGETHER and WHAT MAKES SENSE FOR THE PLANESWALKER'S PARTICULAR THEME.
Again, I am in no position to say you are totally wrong because Im not the one designing the set, I just think that your rationale for why scavenge will or wont appear is slightly askew.

You don't call "dying to removal" if the removal is more expensive in resources than the creature. If you have to spend BG (Abrupt Decay), or W + basic land (PtE) to remove a 1G, that is not "dying to removal". Strictly speaking Goyf dies to removal, but actually your removal is dying to Goyf.

Voice was always designed to be a two mana hate bear, the specific effect just wasn't always making dudes.
