Since popular consensus is on variant, what are the chances that this is a completely new variant or a variant of a familiar format? For instance, could this be the next set up for a new Commander product?

I was going to respond with what Cuivienen said, but he said it. To me, Mirrodin Pure's registration was part of the gimmick they do with every set now. Because they wanted to spread uncertainty, they registered both.
Now, MTG - Conspiracy. Could it be a registration for a non-existent set? Unlikely. It's an advertising fail to advertise something you'll make no money on. Mirrodin Pure was at least indirectly advertising New Phyrexia (by playing up the hype of which it'd be). This would be sinking money into something that would return no money.
