Then he clearly did not explain it for crap. Also, I don't use Tumblr, facebook or anything, and he chose not to reply to the email I sent.
I may not advertise it, but I did pass the rules advisor test and the lvl 0 judge stuff, so I'm not ignorant of how the turn structure works. I just did not actually enjoy Judging at all. And I am not 100% refreshed since I don't actively use this knowledge regularly.
If Sabertooth Cobra damages a player, he or she gets a poison counter. During that player's next upkeep, he or she gets another poison counter unless he or she pays 2before then to prevent this effect. If any player has ten or more poison counters, he or she loses the game.
Now
Whenever Sabertooth Cobra deals damage to a player, he or she gets a poison counter. That player gets another poison counter at the beginning of his or her next upkeep unless he or she pays 2before that step. (A player with ten or more poison counters loses the game.)
Where is the difference?

I like goblins. They make funny little popping sounds when they die.
After the Cobra bites you, you have until your next upkeep to pay mana for the antidote. The three other cards that involve this special action refer to "that step." For some reason, Sabertooth Cobra used "that turn," so we're lining it up.

How is that NOT a functional change. Now maybe I am wrong here, and there is not a priority point, I'll have to look again. I'm perfectly willing to accept that.
Under the previous wording the affected player has until the end of the clean up step of the turn before his or her next turn begins to pay. Under the new wording the affected player has until the end of the untap step of his or her turn to pay.
The difference in the end? Absolutely nothing. Players don't get priority under any circumstances during the untap step so there is no time between the previous player's turn and the current player's untap step for the affected player to pay. There is no scenario that plays out differently between the two wordings.

also wrong, see above. Mesmeric Orb. There may be 1 or 2 other cards. And before you all complain about corner cases.
This creates a situation where a player has priority during the untap step.
Nope. If anything triggers during the untap step, it goes on the stack during the upkeep step. There is no way for a player to get priority during the untap step.
502.3. No player receives priority during the untap step, so no spells can be cast or resolve and no abilities can be activated or resolve. Any ability that triggers during this step will be held until the next time a player would receive priority, which is usually during the upkeep step. (See rule 503, "Upkeep Step.")
So while the Orb will trigger during the untap step, its trigger or triggers will not go on the stack until the upkeep step.

Scientists have calculated that the chance of anything so patently absurd actually existing are millions to one. But magicians have calculated that million-to-one chances crop up nine times out of ten.
4/15/2013 If permanents become untapped during the untap step, Mesmeric Orb's ability will trigger that many times. However, since no player gets priority during the untap step, those abilities wait to be put on the stack until the upkeep starts. At that time, all the "beginning of upkeep" triggers will also trigger. Those abililties and Mesmeric Orb's triggers can be put on the stack in any order.

I missed the 4/15/2013 clarification of that. My bad, it's right on the gatherer page too. Oh my I've been too busy working to keep on a 3 month old ruling.
Is anyone else having trouble getting to the new MTR and IPG?
Whenever I go to the new ones, it opens up the page they should be on, but the PDF is the old version.

Wrong, see card image
When, exactly, are you planning to pay that <2> that you couldn't before?

Not to nitpick, but there are cards that interact with the untap step.
