EDIT - NM, I didn't see the "creature" clause. Still nice to have against reanimator though. I'd also see Pilfered Plans possibly being nice in Standard.

How so? Divination has always been barely playable, yes, but if this effect is wanted, then we will just refer to Divination itself. Randomly mill my opponent's cards? In a meta with Lingering Souls, Unburial Rites, and Snapcaster Mage? No, thanks.
Woodlot Crawler looks great for Control decks against aggro decks. It might even be better than Gloom Surgeon in that regard, at least against certain decks.

It's sort of odd; these cards are actually more exciting to me than a lot of the "splashy" cards. Tithe Drinker is pure awesome and I cannot wait to see the art.
Hidden Strings is a very interesting cipher card as it is easy to cast and creates a situation where you can essentially enable it to be cast again. Solid card.
Pilfered plans might be a really good card in limited. If the environment really is slower, than a Ux mill strategy could be viable.

I'm embarassed, lol. Figured it had to be the opponent. Card looks sweeter then. But it IS yet another very lazy design card, as are most of these spoiled cards:
We need a Simic common? Ok, what about Rootwalla? We splash U into it and make the ability give Flying too.
Need a Simic uncommon? Ok, let's make yet another Stampeding Wildebeests functional card. We can't have enough of these!
Need a Dimir card? Just take a random Blue spell (but not the good ones) and add "mill 2" or "mill until you mill a land".
Need a different Dimir card? Just take a random Blue/Black spell, add 2-3 mana to the cost, and give it cipher.
Ok, let's get serious with Dimir now, we need a coom Uncommon. Ok, let's just take River Boa and Mire Boa, combine and reverse them.
Orzhov now. They have lifelink in common right? Ok let's make a 2-drop with lifelink and extort. DONE!
I get it that commons and uncommons are more straightforward, but I feel we already saw all these cards countless of times.
Edit - What is everyone's problems with the UB insect, though? The fact it is a playable card? Or the fact it is a two-drop that hates on Green? These can't exist, is that it? Sorry, I really don't get where all the rage is coming from...
Hidden Strings looks really cool. It's exactly what a Dimir card should flavorfully do. Amusingly, it can straight-up pay for itself, and even ramp you on the turn you play it if you can hit with something.

Tap down an opponents creature, untap a land, cipher it, swing in, cast it again, untap two more lands to leave counters up. I may have to start building a blue based tempo deck again

I was thinking an Invisible Stalker with this basically becomes 'cast things, untap enough to have a counterspell open their turn. Profit.'

I imagine you'd target yourself with that effect more likely then not, for the exact reasons you mentioned.
But the card is basically a sorcery speed Thought Scour that costs 1B more to draw an extra card, or a Divination that can net some value in milling you for the extra mana. This does not appear good. Maybe in a deck dedicated to Obzedat's Aid/Unburial Rites in Esper colors. It remains to be seen if that's even a thing.
Hidden Strings could be a thing in a deck with Verdant Havens and Gilded Lotus as a way to accelerate mana. Generating a pile of mana and casting X spells/dudes every turn could be a fun FNM deck.
