My timing rules are, admittedly, very hazy but could you activate Skirsdag High Priest in response to the opponent saccing a creature and tap the Demon yourself? Or would the Demon already be tapped by this point?
Negative. The sacrifice and tapping all happen during the resolution of the trigger, so you won't get priority in between the creature sacrifice and your demon tapping.
It's a similar timing to Vexing Devil. You can do stuff in response to the trigger firing, but by the time the opponent makes a choice, it's too late, because the entire ability must resolve.
I'm starting to think this may find space in a Heartless Summoning deck (if those still exist). With the Heartless on the field it's a 5/5 with an Edict attached for BB.

Yeah, there are a few new cards that want to be in heartless as well. The new vamp, and mercurial chemister if you want to grix it up. I see this guy beating down in many matches even if most don't.

What about untap effects? They sac, give it plusses, then you Twiddle it and swing for seven or more anyway. Does this work, or do you not get priority again before you choose attackers?

That works, the problem is finding an untap effect powerful enough to be included on its own merits.

I think we are also forgetting that not everyone can get "money" rares like Olivia Voldaren. This card is a perfect replacement for budget players. I always wanted to build a heartless summoning deck
