They probably chose a zendikar location because Totem Armor is from RoE, which takes place on zendikar.
Speaking of which, shouldn't that location be a lot more... 'eaten' by now?

Brian Tinsman, Set Designer :?mana::snow::snow:
Legendary Creature – Human Designer (MR)
Brian Tinsman, Set Designer can only be cast during the third set of a block.
When Brian Tinsman, Set Designer enters the battlefield, ignore all flavor and mechanics of the first two sets in the block. "Ok so what do we have here... gothic horror? Scrap it. Expand the Devine Vs. Demonic duel deck to 244 cards and print it!"

I'm pretty sure the planes represent a specific place at a specific time. For instance, doesn't The Fourth Sphere not exist anymore? And what about The Maelstrom? I don't think that lasted forever.

"In the beginning, MTG Salvation switched to a new forum format.
This has made a lot of people very angry and been widely regarded as a bad move."
It was at that moment that I realized: I'm kinda just making these things up. We can just write the rules the way we want them to work. People will have fun, and people will get it.
I'm pretty sure the planes represent a specific place at a specific time. For instance, doesn't The Fourth Sphere not exist anymore? And what about The Maelstrom? I don't think that lasted forever.
As well as the Furnace of Rath, the plane of which doesn't exist anymore either.
akoum is red/black. neither of which do enchantments. this is like making llanowar sacrifice creatures and work with the graveyard.
Well, neither black or red can destroy enchantments. And killing enchanted creatures basically also means killing that enchantment. Maybe that's their justification. Or maybe they just wanted something aura-specific on a zendikar plane and didn't think much about the region.
I had always thought of Akoum being that frightening Red and Black mana associated place where there is volcanic activity and where the vampires live. I never would have assumed it would be the heart of Enchantments. It doesn't really makes sense to me.
BUT
Here is where I think it might make sense. Since Akoum is such a dangerous place, the explorers who enter Akoum are likely going to collide with some type of danger, they cast enchantments to help them survive the perils of Akoum. The lucky part is, enchantments seem to react quickly in Akoum, which is fortunate for the explorers. The bad part is, any explorer who is not enchanted has a greater risk of dying in Akoum.
Seriously, Zendikar's continents were not color-coded for your convenience - even with some predominant features being picked for certain cards and cycles most continents featured every color of the color pie. Zendikar was not Alara.
The point stands though -- even if the chaos ability is black, the first part isn't... and since they aren't afraid of making up planes, why not make up one for this one instead of using Akoum?
The deck features a returning mechanic from Zendikar => the deck's signature plane is a plane from Zendikar. This holds true for three of the four decks (and the exception seems to be justified twofold: We have two returning mechanics from Alara, so the deck with the mechanic that already gots its most definite plane in PC1 gets to showcase the "unknown plane").
The thing people seem to forget about the card is that id does not specify green or white. The deck may be green-white, but the card isn't. Jund restricts its effects to colors, Akoum doesn't.
And with all things considered this plane seems to just embody the typical "the unprepared will die"-flavor of Zendikar. Why is Akoum such a bad candidate to showcase this part of flavor of Zendikar? Why is "have a magical ward for emergencies" not an adequate representation of being prepared for the natural disaster that inevitably will strike in this place?

Planar Chaos was not a mistake neither was it random. You might want to look at it again.

Should be, but then again, Planechase IS a noncanonical representation of the multiverse.

Khalni is on Akoum. Plane landscapes have a greater scale, so you don't get the forest, but the continent the forest is on.

Finally a good white villain quote: "So, do I ever re-evaluate my life choices? Never, because I know what I'm doing is a righteous cause."

YEah, I felt it's very unfitting too. I mean, nice as a mechanic, but why Akoum?
I'm a Spike Vorthos - I love lore and flavor, but only if the cards are competition worthy.
The main ability... Maybe it's during a life bloom? I dunno. I can't really justify it. But do I need to? The second is flavorful enough.
Generals meant to be drafted first in a single pack of 6 cards.
And here is the actual cube, meant to be drafted in 4 regular sized packs. (60 card decks)
