A decent casual card and a Limited beatstick (a self growing flyer in Limited is usually scary business), I wouldn`t expect this card to make any waves in Standard, but it`s by no means horrible.
This card might make angels viable if you can power him out early so you can get maximum counters on him. And you can pair this guy with all the nice things that put +1/+1 counters on him like Ajani goldmane and the ilk
Most humans are inexpensive, and most angels are heavy in colour requirements. After turn 6 (5 with some ramp) you shouldn't be waiting to dump your hand for cheap, it's just too late at this point.
Perhaps you should just send WOTC a resume and tell them why you're better at Magic than one of their employees instead of complaining here, where nobody really has any authority on the matter.

In modern it competes with Baneslayer Angel, wich is miles better.
In EDH it's useless with the ammount of removal.
In other eternal formats it's just useless.
They need to stop making 9/10 angels 5cmc+

So much potential for this card name... You'd think by now they'd have learned this is bad design. We don't want things that lower cost for 5+ (unless it's lowered to almost free). So, next turn I can what??? drop a slightly more expensive angel? This card is a major let down.
Nice! Angels don't tend to be very tribal, so this is cool to see. I think the mention of Humans on the card will hurt it's playability, though. Players don't like to play cards with "wasted" effects. Even though it doesn't harm the card at all to be able to make Humans cheaper, players without Humans in their deck will be reluctant to play this card. It makes no sense, but that's the mentality of Magic players. Not all of them of course, but as a whole, they avoid cards that do more than what they need them to do, perhaps because it feels like the card could have been cheaper if it didn't have that "wasted" effect.
That said, I need one for my Angel highlander deck

This will not see play, I don't see how you could possibly think otherwise. Serra Angel is only marginally worse than this card (SA doesn't die to incinerate and can actually attack against an aggro player).
Except I'm either playing RDW and you lost 3 turns ago or I'm playing anything else and I dealt with your 5 mana threat with something far less expensive (mana leak, GftT, Incinerate, vapor snag, o-ring, etc) and you have nothing to show for it compared to someone who played the 1-mana cheaper Hero of Bladehold or the equal-costing Geist-Honored Monk -- Or, hell, Sun Titan.
This card is aimed at shenanigans with things like Creeping Renaissance, which can actually be a good card in EDH. Return 10 creatures or whatever to your hand and recast them all at once FTW. The colored mana will still get in the way, but things like Platinum Angel will be put into play for free. Still not nearly as good a card as Rooftop Storm, but this falls in the same category.
It's understandable blue control players would be shocked and in denial at the notion of this card, since their decks have been dominating multiple formats for an eternity yet they've curiously never once had to deal with any counter-hosers that weren't ineffectual, narrow CRAP.
Well, not bad. A bit slow for discounting, not to mention that trying to build up the discount will put this in danger. But of course, we want to know how many effects in AVR that put +1/+1 counters, because if they're plenty, this will be good.

This will not see play, I don't see how you could possibly think otherwise. Serra Angel is only marginally worse than this card (SA doesn't die to incinerate and can actually attack against an aggro player).
Theoretical good play:
Turn 5 Herald
Turn 6 Swing Herald, play 3 Emancipation Angels
Turn 7 Win
