like calling red/white in type 2 boros STOP!!
same goes for anything tri color. stop calling them by the old bant/esper/etc
on topic - awesome art.
though the floating chunks of land in the background make me think zendikar.
and im guessing that thing isnt to control weather. probly like a jet pack to give him flying. (how he gets on roofs lol)
possibly some kind of "if this guys equiped" type deal
(if it IS a return to ravnica, it might be there time to unleash modern magic.)
OK he could easily be Izzet and that could easily be Ravnica. For some reason I didn't remember Ravnica having floating buildings though. I guess this could be a return to Ravnica.
I also like to imagine that he has a rotating torso (like a metallic graft that fuses his upper and lower body together), so he can spin all around, leveling everything within 20ft of him to rubble.
And high in their secret lair, R&D and Marketing watch their high-def crystal balls and rub their hands together in glee. "They have found the hidden picture. Now watch how they speculate! We'll sell millions of packs of Innistrad, regardless of whether we print him or not!"
I think the plane that is in the background is much to gothic to be ravnica look at the side by side comparison its not the same "art" style on the buildings. It almsot seems like they are from two diffrent time periods. Kind of like the diffrence between certain cathedrals in parts of Europe.

Except this guy was clearly a member of the Izzet Guild. The clothes are a dead give away.
And Wizards created the guilds to have something to reference two color combos by.

I'm sure we'll see him in future DoTP content releases, and I'd say there's a good chance that we'll see him as a card in the near future, though it's hard to say for certain.
He may or may not be not be associated with the Izzet or the organizations that splintered off from the Izzet following the end of the Guildpact, but that spell-enhancing equipment he's wearing is unmistakably of Izzet design.
My guess is that he's some kind of electro-elementalist; he seems too at ease standing on top of a tall building in the middle of a thunderstorm not to be.
It looks like he's either powering a weather-manipulating device, or using it to power himself. I like to think the former, because it doesn't seem very "Planeswalky" to rely on a machine for powars.
The equipment could just be a focus for his spells, much like Gideon uses his sural.

With 10's of thousands of cards in Magic I, for one, welcome easy descriptors.
as for the art: fingers in the suspenders? He's clearly The Man.
Could be an Izzet name. They all have three syllables to venerate Niv Mizzet (who btw might be a planeswalker albeit a lesser one in comparison to the great Nicol Bolas)

Ravnica had some very gothic like architecture too. It was the favoured motiv of the Orzhov.

The background screams Gothic Architecture to me, making me think that not only is he pictured in Innistrad, but also that Innistrad may even have some sort of enemy color pair theme or sub-theme. All wild speculation, but I like to believe we'll see some more enemy-colored walkers this coming year.

Regardless, his style is definitely similar to the Izzet guild. Having a dragon tattooed on his arm certainly helps that idea. The city behind him could be Ravnica. Could almost as easily not be.

Agreed. But we're outnumbered on the subject, so it's best we just shut up for now. Also, I'm sure you caught it, but they said he was Izzet as in from the guild, not just that he's UR.
He definitely has ties to the former Izzet, and that scene is definitely on Ravnica. As for the storminess, some may recall that the Izzet guild had managed to bring control to the plane's weather patterns, eliminating almost all natural disasters (while dramatically increasing the number of unnatural ones). With no unified guilds, there is no Izzet to manage the weather any more, so things like storms would be more common now.
Also: New planeswalker characters in Duels of the Planeswalkers 2012 won't necessarily be seen on actual cards any time soon, or at all. A return to Ravnica at some point in the future may be likely, considering the popularity of the return to Mirrodin, but such a set won't happen until years in the future at least, because a block with that concept wouldn't have work started on it until the public's reaction to Scars block came in, which was only recently. R&D works at least a couple years in the future. Don't forget that.

An izzet themed walker would be very strange. i just cant stop thinking about the ability i came up with for one. Definitely a negative loyalty ability - 3 damage to target creature/player and return target permanent to its owner's hand.
