You wouldnt play this or pick this in limited? it's removal. 3 drop blue removal. In limited what's the Downside here?
It's an enchantment, that's about it... It's still fine in limited for the most part, but it's not as good as other removal seeing as it leaves the creature and allows them to possibly draw a Disenchant or something that can wreck you out of nowhere. Could have easily been 1U or had flash or something...
Quasi-removal for limited if you don't have enough real removal(or you're playing a combination of colours which lacks true removal like UG) apart from that the 3cc makes it completely worthless for constructed.

This card is INSANE! It That Betrays is now only a -1/12 that steals two things everytime it attacks! Snapcaster is now a -11/1! Betcha don't want to attack me with that, do ya?
I guess it'd be okay on a phyrexian obliterator. You'd never have to block it.

It That Betrays is a really bad example. I mean not beating them for 11 each turn will slow it down, but a four card board shift each turn isn't exactly bad.
(As a serious note, I wonder if an amount of flavor consideration was given. I realize they are throwing 13 around, but generally 8-9 damage/power/casting cost etc designate fairly gargantuan effects. The creature looks to be getting dusted, I suppose that would be the ultimate -X/0.)

In retrospect I think ill just do with this card as ive done with sensory dep.
Not play it
I suspect this will be slightly worse than Sensory Deprivation... it works on bigger stuff than Sensory Deprivation did (up to and including Ludevic's Abomination), but costing three is a significant drawback. The best part of Sensory Deprivation was it's ability to shut down aggressive 1-2 drops (e.g. Reckless Waif) before they did a bunch of damage.
All in all, Sensory Deprivation was way better than most people thought (LSV's "blue Swords to Plowshares" take was massive hyperbole, but it makes the point), and this is definitely playable even if it's no Claustrophobia.
