The name is probably Song of the "Skiffsingers" or Skiffsinger's Chant or similar, depending on how they want to translate "Skiff", which sounds like the name of a location.

Even for limited, it should really have cost UU or even 1U, shouldn't it? I mean its in the same block for drafting as claustrophobia at common, isn't it? If we can get common ice cage, I don't see the problem.

I have to wonder if there is a creature in this set with 13 power to warrant the making of this or if this is just for the sake of using 13 more.
Combos well in limited with beguiler of wills.
Now that I think about it I agree Sensory was good because it cost 1 and could stop early aggro rushes.
This costs 3 mana and doesn't stop titan triggers so yes you are right it's bad.
And the art kinda reminds me of Constricting Tendrils.

I'm still waiting on a 13 toughness Giant from Innistrad...
Here's hoping that eventually there are some cards which actually benefit from having negative power...
