Absolutely not broken, any creature without some sort of built-in protection and with a tap effect, is pretty fairly balanced, because no matter how powerful the effect may be, it's still attached to a fairly easily killable body.

Argument for this to be Blue: This mechanic has shown up in Blue before. The effect is an activation ability, so you have total control over when you do it, which is more Blue in feel. There was a famous blue card with this effect (Windfall). Besides, the name and tap effect make it very reminiscent of a certain scrawny wizard.
Argument for this to be Red: The ability was originally printed in Red, and its most recent printings were in Red. The ability generally feels Red, since it focuses on recklessness. There was a famous card with this effect (Wheel of Fortune), which was also the inventor of the effect (Along with Contract from Below). Red can't have nice things, and its color pie needs more help than Blue's.
I really think it's okay this is in Blue on a strictly historical basis.
However, Red should totally get a color-sifted Tinker on a stick, since we have historicalprecedent for that too.;)

Also, I would love a Tinker-ing creature in red, but it's not likely to happen, particularly not Welder-style, for a little bit. Wizards probably doesn't want to destroy the whole game.

definitely. if i open this, expect me to try and force mill and splash that card on the side for defense. and that card probably is still useful anyways, turning your useless draws from draw spells into zombies.
I don't see what the big complaints are about this not being blue; two colors can, in fact, share a mechanic like this. It's a red effect, but it never stopped also being a blue effect (unlike direct damage, which stopped being blue a long time agao).

All I can say is thank god I love to play creature aggro, all this card will do is allow me to draw 5 cards after I burp up my hand, and most likely be able to play them the turn I draw them.

These cards named after Bradywalkers are getting out of hand, For Reals. The first few are okay, but they're getting so many.
It's like those Pokemon cards but worst.

No aggro deck is going to be dropping its hand 'turn 2' with this.
It may see a role as a bit player, in some matchups.
It would see very little play if it were simply added to the standard we have now; the most meaningful role I can imagine is trying to draw valakut out of their titans, and it isn't particularly great at that due to RNG and lightning bolt.
If Innistrad does have a heavy grave theme, of course, it could be a reasonable main deck card.
Mirran Spy, Deceiver Exarch, Crab Umbra, Unwinding Clock, Twitch, Veteran's Reflexes...
There has to be something better in standard to let you deck out your opponent...

In standard, but in EDH by turn 3 if I do not have about 9 elves on the board with my Ezuri deck by the time this creature can hit the board I am doing something SERIOUSLY wrong

Common sense rules it out, I think. If there were going to be three "Planeswalker's X" spells per color, they would be across all three rarities. More likely Sorin's rare card will be something other than 1BB. Even if it is, one odd mana cost out of a cycle isn't so unusual.
Gideons = fits
Chandra's = fits with either form, mostly ablaze tho...
Sorin's = will fit, but w/e we know his sucky form already
Garruk's = ....how does that fit with the + ability....
Jace = ...i guess it kinda fits...

I hate that i changed my BU megrim to RB Spiteful Visions, but at the moment, the deck doesn't honestly need the blue. I have spells that work without blue, so it's not needed... However this guy will definitely get a slot in my Niv Mizzet EDH. But i'm not going to pull the precursor spot until M12 is on the horizon, since it's still in construction as well as my new Animar list. Which i didn't bother with Windfall, so i dont think it's needed in that either. but it might find a place.
