Well I do remember a lot of arts released back in Shadowmoor that were never on cards. They were like extra promotional arts and such. Is it possible that the Karn-ish art isn't going to be on a card? Is that possible?

I think I've heard the SOM fatpack booklet mentions he lost his spark healing the rift, and presumably planeswalked away with the weatherlight's planeswalking engine built into him (or something to that effect).
I'm sure someone who knows more about this will be around shortly though.
I'll argue the opposite: how is the art of a card that prominently displays a character, just being by himself not the art of a creature but of a spell? Spell's art either depict the showy stream/blast/whatever of magic OR depict a being casting it/being affected by it, nothing which describes our friend Karn here.
We had this exact situation with Alara Reborn and the card Slave of Bolas. It turned out to be a spell. I wouldn't be surprised if this turned out to be the same. Not to say we won't see Karn in the block but in the set perhaps as a spell hinting he's there and then depending on what the third set is either an evil Mirran Karn or an awesome Phyrexian Karn.
So, what about the exorbitant number of unblockable effects in the phyrexian side? (9) also, check some orb crunching I've made here and see if you can catch something I've missed.
I'm calling it right now- worst rare in the set. Even good limited players will find better bombs at common and uncommon no sweat. Worst. Episode. Ever.
I really do predict this to be our worst rare in set award winner. I'd be happier opening a jar of eyeballs, so I think anything worse is highly unlikely. This card wont just have zero constructed potential, but not be significantly better than a mass of ghouls in a draft.
I think he means the name Karn outright, not allusions or references.

Anyway, after a little bit of poking around in the Orb, I have to say I'm really surprised they decided not to reprint Incremental Blight (hit for 0 in the Phyrexian subset). It fits both from flavor and mechanic perspective.
The spoken-for counts of Legendary say it's a spell and not an nKarnation of one of the oldest remaining characters.
