Necrotic Ooze does nothing with levelers except get pointless counters. The abilities are static.
I'm calling it right now- worst rare in the set. Even good limited players will find better bombs at common and uncommon no sweat. Worst. Episode. Ever.
I really do predict this to be our worst rare in set award winner. I'd be happier opening a jar of eyeballs, so I think anything worse is highly unlikely. This card wont just have zero constructed potential, but not be significantly better than a mass of ghouls in a draft.
Since, those abilities are activated, shouldn't the ooze just be able to use any of those abilities without having any leveler counters?? I would think so.
While they're in the graveyard, the only activated ability they have is Level up. The other abilities are in the form of, "As long as ~ has N or more level counters on it, it is X/X and has 'abilities'". They are static abilities that give the creature activated abilities under certain conditions, they don't have those abilities all the time.
The activated abilities are granted to them by the static abilities they have, like treespeaker, it technically says "as long as joraga treespeaker has no less then 1 but no more then 4 level counters it has..." but the treespeaker itself will never have that activated ability unless it is in play... so the ooze cant speak to trees
Necrotic Ooze doesn't work with levelers (even ones who gain an activated ability at certain levels), because the fact that they have those abilities at those levels is a static ability, even though the ability gained is activated, and leveling ability is activated. Nothing in the rules says that a creature with a certain number of level counters has any characteristics (other than having level counters on it).
It also doesn't work (extraordinarily well) with Myr. The Splinter Twin combo needs Myr Galvanizer to be a Myr, so that its token copy will untap the original one. Necrotic Plague doesn't gain creature types, and so even though the token copy will have the ability {1}{t}: untap each other myr you control, you won't get to untap the original one to make a new copy and start the process over again. The infinite mana combo (using Necrotic Plague to copy Galvanizer's ability) fails for the same reason.

Whoa ... I can`t wait to find out what the answer to that is. It is just such a fascinating notion. I`ll try reading some of the Tournament Guidelines .pdfs that are Wizards` official policy, not be able to find anything, and then quit. A couple months from now, when the Sealed PTQs come up, I will finally have my answer from a judge there.
Also, on the cards, they are all really cool. Most importantly, though, the "Juggernuts" nickname doesn`t die! I had already been getting a bid sad, contemplating that soon I would not be spending my Fridays mostly spouting about Juggernuts. The Juggernuts phrase will continue to be dropped, my friends, so though probably much less frequently.
Ratchet Bomb: Enough has already been said about how wicked this is, so I'll leave it be.
Necrotic Ooze: Sick artwork and an interesting creature to boot. As others have said, the best options are probably shades and (in casual) stuff like Avatar of Woe. I'm starting to really like G/B Ooze Tribal.
Scrapmelter: Hill Giant is already limited playable. Hill Giant + Shatter in this environment should be pretty damn good. Depends on how many really playable artifacts (without easy sacrifice clauses or Darksteel) there are, but this could be a fairly high pick.
Darksteel Juggernaut: I love this thing. For 5 you get an indestructible Master of Etherium without the global pump and with the "attacks each turn" drawback. Whether it's usable as, say, an artifact aggro deck's ultimate finisher is anyone's guess. Probably not useful for Myr Tribal since the Katamyri has more raw strength.

Oh, and then we have a red hill giant with a useful effect that is already outdated by M11's Viridian Shaman wannabe. But... uh... this is in block, so people's use it! And... uh... maybe you'll need both. You'll have "Gray Ogre/Hill Giant.dec" and wreck up the place!
Honestly they need to rework the Level Up wording because I was about to find all those cards and buy a set of necrotic ooze and make Dredgevine aggro. (so basically what you are telling me is that Level Up creatures just overall SUCK outside of Kargan Dragonlord)

In EDH, every card = fun. EDH is a format where you can play Moonlace, Sorrow's Path, Wintermoon Mesa, Karn's Touch, Liability and Carnival of Souls in a single deck. And win.
Also, the Ratchet Bomb has one odd weakness. Your opponent can proliferate it out of alignment. Another perk of proliferate.

Of course, you could always just kill them with damage instead using Bloodrite Invoker, Flamekin Spitfire, Cinder Shade and Flamewave Invoker. Other possibilities that require you to have more life than your opponent(s) are Crypt Rats, Pestilence Demon, Rockcaster Platoon and Warmonger (Warmonger would require you to put all of the damage abilities on the stack before letting them resolve, otherwise your Ooze would die before your opponent would).
That's because you'll hopefully be running enough good cards to counteract that junk.
