If that was the case, nothing could be cast since it's during the resolution of the ability. The ability allows the spells to ignore timing restrictions. The "if able" is for targeting (such as revealing a Mana Leak).
I just don't understand how the art can be related to the card text...
An overwhelming magical force is subduing all rational and calculated thought. The chess-like pieces and board that surround the caster create a sense order and cautious action. But the figure in the center isn't capable of keeping any of the thoughts in his/her head - everything is just flying out.
The random element is very fun, but I see the real key being R/U builds where you can manipulate what's in your hand through things like Sea Gate Oracle and See Beyond. Drop this and if you played it right, it won't matter about the "random" clause.
People, please: you IGNORE normal timing restrictions (instant, sorcery etc.), because you cast the card at a time (resolution of an ability) where normal casting is usually forbidden.
However, you cannot ignore any other restrictions. For example, if your card is Angelic Favor, you cannot cast it.
This also means you could make this one-sided (apart from lands) with Teferi, Mage of Zhalfir
Note one little point -- the casting is MANDATORY, as with suspend. This means that if your opponent happens to reveal Doom Blade and he is the only one with legal targets... pity. This might also mean you will be forced to pay additional costs (if they don't entail paying mana you don't actually have in your mana pool or revealing cards). Revealing Kaervek's Spite would be very bad
Wow. One of the most plausible ways to actually cast an Emrakul. Add a discard outlet (or just play out your hand) and you don't even need to worry about the randomness.

Well that's a pretty nice random red enchantment. It's sort of like a continual Show and Tell or 1 card Eureka effect that gives you the card at random. Fun for multiplayer red chaos decks and possibly worthy of a fun combo deck of some sort.
Seems pretty meh. I mean the ability is really bomby, but the fact that your opponent gets to do it first, and that it's random... too unreliable for a 6 mana card.

Some sort of spellcaster is manipulating reagents extremely quickly and casting whatever comes to mind. I think it fits quite well, actually.
