With all these silvers coming out, I kinda have a hunch Wizards will create a set that makes slivers suddenly evil overruning the current plane in a future set, and reprint past slivers. Although they seem to do that now.
Therefore a competitive sliver deck will run around (with them reprinting a bunch of the 'good' slivers, aka Crystalline Sliver) and many of the cards will be sliver hosers, such as Plague Sliver, or even Engineered Plague.
this sliver should be black cuz its their tutor thing

They already are in limited, I've never done it, but I've seen some sick draft decks built when people start taking the slivers everyone passes after they get a couple of the 'bomb' slivers like psionic or the tapping.
As for the comment on they better print an anti-sliver card...you mean besides wrath or damnation? if so just play dragonstorm or another, better deck.

oh yeah, i know, but future sight just makes them sick. my buddy and i made top 4 in my state's two-headed giant states tourney. and one of the other teams in the top 4 drafted slivers. i think in game 1 they done something like 90 some damage on turn 5. i don't know how they got that many good slivers. i guess no one else was drafting them at all.
Hmm, I would have picked Slivercycling to be a green ability. That's odd. Red doesn't spring to mind for anything-cycling, except maybe mountaincycling.

his stories for this rumor season are a little odd, but he hasn't failed us before w/ rumors and he's not known for making up random cards and posting them as the real thing. hunter has been pretty trustworthy in past rumor seasons, so i don't see a reason to stop believing him now.

About halfway through that post is why people believe him now. Now that we're all a bit more up to date on the who's who in MTGS, doesn't it strike you odd that nobody else questions this guy? In a forum full of critcs? There is a reason for that.
So as for the card... Kind of cool I guess. The cost seems about right to keep them from being too good.
As for rules questions about how people will know that he doesn't have cycling while he's in your hand: unless a card states otherwise, its abilities only work when it's in play.

Nice, they did say that they left a design space during Scourge for "Basiclandcycling" so that they can revisit it. I wonder if this card is Futureshifted or not, since that may actually have influences on the future.
As for the power level, I'd guess that to be at uncommon. I don't think that it would actually have Slivercycling 3 itself (so that you can use it in your hand), otherwise what would be likely to happen would be that it would never actually get cast, just be used as an instant speed tutor for silver bullets. It as it is is already strong enough for casual. If that's true, then yes, it will be the first Sliver to not have its own ability. But then maybe that's what the future holds...
No Sir this is not the only sliver not to have its own ability.
Time Spiral's = "Venser's Sliver"
Tempest's = "Metallic Sliver"
These two "count as slivers" is not really an ability any more as seen on venser's sliver and no sliver has its ability before one is played that would be totally insane. No slivercycling would not be on the card it should'nt be on the card as no sliver effects other slivers without being in play. Although that would be cool to be effected from the graveyard as in "anger".

I believe Harmonic Sliver is the other non-legendary, non-artifact sliver that doesn't grant itself its own ability.

More slivers... I hope slivers in the future is one future that doesn't come to pass...
Slivers are never going to go away forever. Wizards knows that a bunch of people hate them so I wouldn't expect them to ever recur more often than their current 4-5 year cycle, but they also know that a bunch of people love them and therefore they'll keep coming back as well.

It's not expensive cycling, its tutoring.
Remember Swampcycling?

That means Slivercycling will be:

Doesn't seem bad to me at all, its almost like Transmute-a-Sliver (for 3 generic mana!).
Also if this could use other cards such as lands to tutor for slivers I would be much more impressed.
