This is a counterspell for UU, delve makes sure for that. Besides it's easier to fill up that discardpile! And counter early turn, and late game.
Its not that easy to fill up your graveyard in a MUC deck early game(unless you play questionable cards).
On Turn 2 your opponent plays an evil 2 drop which you counter. By remove the drawspell you played the first turn. And tapping two islands.
I'm trying to work out what playable 1st turn drawspell exists in type 2 and how likely i'd be to see both it and this when i needed them. The odds don't look great on either count.
Late game you sink 1 extra mana in it remove 4 card's and he has to pay 5 MORE!@#!@#
the card is good. i can definitely see it gets some play soon.

Well if you have enough cards in your graveyard to remove, it certainly can be a UU counterspell.
The real problem is that even though midgame this is effectively a Counterspell which removes most/all of your graveyard from the game, that only works for the 1st one the 2nd one is far weaker and beyond that they are decidedly mediocre.

Yes, you could pay 0 even when tapped out. But by removing at least one card using the delve ability, you reduce the cost. So you can make them pay 2 more by spending UU and removing two cards.
I would have to say this is much better than cancel, due to the fact that it can be effectively cast for UU instead of 1UU.
However, non-dralnu blue decks in standard will love this, as will non-psychatog/threshold decks in extended/legacy (and there, fetchlands and the like make this even more effective)

It's rather amazing, imo. Yes, it doesn't play nicely with Rune Snag, Think Twice, and Mystical Teachings, but it works nicely with Terramorphic Expanse and the simple fact that cards go into graveyards as the game goes on. Plus, it can get your finishers that have ended up in the graveyard out of Extirpate's filthy reach.
Whelk is good, but it has the problem that it's only as good as the card your opponent lets you play it on. Somewhat similar to Body Double in that respect. Also problematic in that it's a 1/1 while the "add N +1/+1 counters" ability is on the stack, meaning it can be burned away before it gets huge.
I think Chronozoa is maybe under-rated though. With additional time-manipulation spells in FS, it might get even better. Maelstrom Djinn is another card that could be abused with time manipulation.
Serra Sphinx + Leaden Fists will also be pretty good, although that's two cards.
Tidespout Tyrant and Djinn Illuminatus also seem a bit overlooked. If nothing else they are evasive and resistant to Sudden Death.
Teferi and Serra Sphinx aren't enough?

Or you could hard counter it with Cancel.
Ummm the words conditional and hard counter should never be used together. And i'd always prefer Cancel over this and most of the time i'd prefer Mana Leak, Rune Snag, Spell Snare, Rewind or Dismal Failure.
This card has a place but that place is as a possible 1 of in a blue deck.
It also interfere's too much with Rune Snag's and Think Twice's which we want in our graveyards.

I do agree however, that that this card's worst aspect is the fact that it has anti-synergy with a lot of other blue control cards. Notably: Flash of Insight, Accumulated Knowledge, AEther Burst, Rune Snag, Deep Analysis, Think Twice, Mystical Teachings, Dralnu, Lich Lord, Psychatog.
However, non-dralnu blue decks in standard will love this, as will non-psychatog/threshold decks in extended/legacy (and there, fetchlands and the like make this even more effective)
