On the Warning, if you don't actually play a creature spell, you just suspend it, can you suspend multiple creatures? I guess whatever applies for Quicken applies here.
As far as I understand it... yes, because when you suspend a spell, it only checks if you are allowed to play that spell, and it is not "playing it" for the purpose of using up the one shot effect of scout's warning/quicken. So yes, it is the loophole equivalent of quicken for creatures.
Just for reference, the effect quicken sets up lets you "play" the next sorcery spell at instant speed. Say you have a rift bolt in hand. Look at rift bolt's reminder text, and how it says "Rather than play...". This replacement means that suspending something is never considered playing it, therefore while you have not properly played a sorcery, you can suspend any number of sorceries before the end of turn.
Teferi already does this for creatures that can suspend, since he allows your creatures to be played at instant speed, and that action can be replaced with suspend.
Scout's Warning may be very useful, even in White Weenie. Since it's only and replaces itself it can't be straining on resources in the slightest. Then again, Quicken never saw much play at all and the things it can do are pretty nasty. However, Quicken was just sub-par with nothing that truly needed to go at instant speed, where the deck thining and fast creaturness of the white version may have more applications. Time will tell, but I think that the excitement and, consequently, the $$$ value of the card will follow a very similar pattern to Quicken.
The Annelid seems like a card that can be exploited very well, or end up just showing you that the next card is the one you want. I can't imagine seeing this anywhere in constructed outside of casual. Its limited appliations make it a true skill tester though. You can dig deep or REALLY deep and really thin out your land draws. It also leaves behind a fat butt to block.

Even though I can't think of too much too do with Scout's Warning, I am an optimist and a johnny, so I think it will be good, as it combo's with a lot of things that Teferi doesn't. Like a 1cc mana cost.
Cryptic Annelid, really is cryptic, as I keep flip flopping between it being the most ingenous or the most useless use of repetitive keywords. My brain hurts, luckily I am not paid to think. At least I don't think I am. Oww!!!:banghead:

Interesting. I like the scry mechanic, though more often then not if I have to scry 6 cards I must be losing. Though go ahead and finding Wrath of God when you need it isnt bad either. Limited fodder but really good limited fodder.

I don't like that card being white. I think it should go into green. I see how it could be white, but green is generally more natural at doing stuff for its creatures.

Hmm... this is probably unlikely, but perhaps Scout's Warning will make Magus of the Mirror playable. Costly, yes, but maybe worth basing a deck around. After all, EOT, almost dead, you can come back hard and follow it up with a Damn or *** next turn.
The Scryer is massively useful for Control, and WILL be played.

Affinity was in a block I missed, but seemed to be prone to break with little strategic value. But, that's just a guess on my part.
Artifacts with affinity for artifacts were broken because they not only fed eachother, but became completely free. When used on colored cards, affinity makes things cheaper and adds firepower to the late game.
Warning is something I would play with, but I'm not sure if it will catch on with other players. Most will probably remember Quicken and stay away from it... although I think it's pretty useful. Woulda been sweet if they'd print it with Split Second for :1mana::symw:, and also grant the creature spell flash AND Split Second.

Scout's Warning- a white Quicken for creatures- probably better though as its a nice cantrip for white and allows you to do some nifty combat tricks, white/x creature decks might end up using this.
Cryptic Annelid- A card which can potentially get rid of 6 useless cards on top of your library or give you the best 2 of 6. If it cost 2U, it would probably have been constructed worthy, as it is its great for limited and borderline constructed playable(with blink decks).
Best White card drawer ins standard(right above festival of the guildpact). Is there a creature worth playing at instant speed though? yes, combat tricks are nice, but any creature can jump into play with it, what creature has a REALLY good effect? As for Cryptic: Amazing in limited. Not worth the silver symbol though.

The annelid might see play in one of those now extremely popular Blink decks. After all, Scry 1+Scry 2+Scry 3 done twice could potentially dig 12 cards deep...

Scout's Warning allows you to play Serra avenger in your opponent's third turn (or even second turn off Temple Garden into BOP). How handy.
Now waiting for the black one.
