Transfigure is a good name for a keyword ability like that. The ability itself is old and boring, but keywording it might give it more life.
Although Venser, was a main character in the novel, he was pretty useless, as he had no magic(aside from teleportation), but seeing him as blue and with the spell manipuluation was different.
As for the horror, it is a solid card, which the set so far has not seen all to many of. I hope that there are more cards in the set that say WTF! or QFT as seen with the morph enchantment and the new tribal and planeswalker card types

Your points are valid, but there is a huge difference between a cmc of 3 and that of 4. Go chech the various LD spells, for example.
