My prediction will be that everyone who has played 20 tournaments will get a foil akroma in their mail as it seems like the time for player rewards to be comming soon. I would not recomend investing a heap in foil akroma's.
Akroma is a weak card which is very popular, which makes it ideal for reprinting in something like that. Honestly, if I was designing this set and trying to make the purple cards popular, I'd go to cards like Akroma and Phage – weak but seem powerful and appeals to a lot of people. I dislike her, but that doesn't mean everyone does.
Akroma will not be weak in Standard this time around. Solar Flare and anything that reanimates will love Akroma. Hardcasting such a large creature isn't as daunting as it once was. After putting down the dragon legends on a regular basis Akroma's cost isn't really that prohibitive. There are signets, karoos, pains, and shocks to soften the cost considerablely. Too bad she's not a Dragon. Then I could do something with her ad Scion of the Ur-Dragon.
They design sets...how far in advance again? Two years? Or was it one? Either way the set was done long before the vote.
But that's just it: Akroma was already designed. She was designed half a decade ago, for Legions. She required no real effort for inclusion in Time Spiral. Heck, they didn't even have to change her card face. They just had to change a little golden shield into a purple sand timer. She's already been playtested, they knew whether or not she was balanced. And given that she's rarer-than-rare, she won't distored Draft or Sealed formats. The only question mark was whether or not she'd be OK to bring back into Standard Constructed. And given that she was before, and it didn't break the format in half, and they could easily have done some playtesting with her at "the last minute" (read: "a few months ago, when she won You Decide!"), to make sure it was safe.
I'm sure when they started the You Decide! they knew pretty much who would be in the top 16, 8 or maybe even top 4. As such, they could have playtested with all of them pretty easily.
Any they ended up not using in playtest would obviously not break the game, so they're safe inclusions. Any that were too good would obviously have answers built anyway, since there's always an answer.
I think you're looking at the YD thing from the wrong angle. For WotC is wasn't important which card won, merely that lots of people demonstrated that they care about Legends enough that reprinting a group of them would be well received. It's not so hard to suggest that they had all the Time-shifted Legends set in stone from the start, with one card for the winner of YD if it didn't match one already in the set (or if the winner was a post-Mirrodin Legend).
I think we got one of the craps in the set (Witch Hunter, Squire or whatever) because Akroma was already in the set and just happened to line up with what they wanted. Then all they needed to do was roll out their already planned advertising to push Akroma as a reason to buy Time Spiral. The people that reckon it was rigged only need to understand that WotC only cared about an older Legend winning.
YD was an advertising exercise. It might not have been planned that way, but that's how it turned out. Propaganda will do that to you.

1. He survives all forms of removal! You can't get rid of this guy! He's untargettable!
2. He pitches to Jaya. He's Red Elemental Blast/Pyroclasm/Inferno, all in one!
3. He's a 2/1 for 1 red! That's insane creature efficiency for red! He's super-efficient!
4. He's a great reanimator target to break the Dragon combo loop. He's a combo component!
5. He can pop out via an Aether Vial at 1 as a surprise blocker (assuming, of course, that attackers have already been declared) He's a combat trick!
6. You can sacrifice him to all sorts of black spells that require a creature sacrifice to let you draw cards or reanimate huge fatties. He transmutes into massive beaters!
7. You can play him to trigger lots of "comes into play" effects, then bounce him back to your hand to get you back up to 7 cards so your Library of Alexandria can come back online. Drawing extra cards is a good thing. He's card advantage!
8. It makes your decision about which cards to put back when Brainstorming much easier, making your deck easier to play. He reduces play errors!
Unfortunately, he's a rare, so I predict his secondary market value is going to go through the roof once Time Spiral rotates in and he starts showing up in constructed play. People will very quickly realize that once this guy hits the board, it's just a matter of time before he inevitably turns into something better (a virtual certainty, given that the entire deck is comprised of "better" cards).
If you mouse over the little clock in the corner of the screen, you will note that it is September the 25th, not October. The end of October does not occur for several weeks. It is quite possible that something entirely different awaits the winner of the You Decide! voting, besides being included as a Timeshifted reprint.

Time Spiral isn't available in store yes, (edit). And today is Sept. 28th. Unless the Earth cracks open and the Skies part and it suddenly becomes Oct. I think his point about the Oct reference is sensable. I didn't say I completely agree with his conclusion but the reference to October does have merit.

That is the only way to use Norin the Wary and even then pandemonium will only deal 1 damage a turn with him, apart from that it is completely useless, I would never draft him.
Actually pandemonium should be dealing 2 because it is based on power, not toughness.
On the other hand I don't think that he is very good.

I'm not buying it. He is an efficient creature thats hard to remove from play, but he cannot attack or block (except in unlikely circumstances). In terms of most of the things you listed above, Torpid Moloch is actually better, and hes a common. The only thing that makes him interesting is the fact that he comes into play quite a bit, but I haven't seen any combo that really seems worth while (although pandemonium would be decent, but probably too slow).
Hopefully I'll be able to sell you any Norins that I get for a good price.

My first reaction was that it was a joke, but it seemed too long and thought out and I guess my late-night judgement failed me. No need to poke fun.
I'm sure that whoever won the vote would have been a timeshifted card AND a poster card for the set. If Visara had won, she would be in the set for sure. Just because they used other legends that fell out sooner doesn't mean that they didn't solidify Akroma's presence because of the vote. The purple cards may have been in their last stages of finalization when the vote was taking place.
I'd bet that Akroma was already slated to show up again in some other form like a judge promo and was added to TS at the last moment in place of some lame white legend simply to appease the Legions™ of fans that made her popular the first time around.
