Mono-color cost (1U, UU) - Marginally tough to get casted, but nothing to whine about
Gold cost (UB) - Requires both colors, toughest cost
Guild costs (UB, UU, BB) Choice allows to not even play one of the colors, easiest to cast as well.
On the other hand, I COULD see this as being costed:

So that it NEEDS the blue mana, and the black part is...optional.

I'm a bit mistified about the black part of the spell. Cranial Extraction, I can see. Lobotomy I can see... but straight forward milling in a black spell?

I'd rather follow this with a haunting echoes or by recurring it than a Traumatize..
One of the biggest problems with milling, of course, is that undoing all that damage costs about :2mana:. So it'll be hard for mill to be a top tier deck.
I dunno if its just me but i think this 10 mill card for 2 even 3 mana seems overpowerd, way to many ways to get it back, and or copy it. that with cards like tramuatize mill decks would just be way to powerful. Though mill cards in the first set would make sense for wotc's codename for the first set of Rav =)

If it were BB, it would be a potential beast in reanimation decks. Flopping 10 all but guarantees to grab at least one monster, and probably several. Reanimation strategies are already fairly strong; this would simply make them that much stronger.So yeah, it's gotta be harder to cast than that.
I'm fairly underwhelmed by this card showing up in the rare slot... but in saying that, I'm glad they're promoting the use of 'aggressively costed' mill in the soon to be new standard come october. UB have always been the colour to really bring it together for mill strats, with recent sets bring us all but the finishing touches on this... well, classical strategy.

I want this card. I have a deck designed to mill people to death.
And to those who say that milling isn't the best way to kill, my deck has only really lost, in T1, to goblin decks. To make a mill deck efficiant, the entire deck has to work fast enough to kill the opponent's deck so they can't fight back. This new card does just that, 1/6 of a regular size deck gone in one shot.
I think this is something much powerful in limited, so I think it'll be rare, just to prevent players from getting multiple copies. In draft it would be very easy to make a mill deck with 2-3 copies, after all, if you can mill 10 cards that easily, imagine the impact of this in a 40-card format.
I seems like I was right. this card was probably pushed to rare due to its power in limited (just like loxodon warhammer in 9th), players wouldn't like to see multiples of them on their oponents deck.
does wotc realize that no matter how many shiny new toys they give mill, it will never be comptetitive above a tier 2-3 level? it's too slow...unless they did something like:

I don't believe that Dampen Thoughts was rare; it was uncommon. In trip CHK, you could expect to see one. You can't reasonably expect to see any given rare in trip base set. You can barely expect to see it in Trip expansion set.
