As this was a characteristic setting ability, why would you think it would allow the parent spell to inherit the characteristic?
I never said that the parent spell would inherit the characteristic. I said that the parent spell would inherit the text, which would then cause it to gain the characteristic. Those are two completely different things, and why the rules require updating in this instance.

There is no rules update, just a clarification of what I just told you. To quote the FAQ:
"If Evermind is in your hand, you can play its splice onto Arcane ability. However, the splice ability doesn't copy characteristic-setting abilities. This means that the text "Evermind is blue" isn't copied onto the Arcane spell."
In other words, a clarification of the rule I just gave you.
I ask you again, why did you expect it to copy a characteristic setting ability? That's a lazy reading of the rules to say it should've copied the entire text box end of story, not a good one.
Either way, even if it did copy the text box, take this example.
You play Glacial Ray, splicing Evermind.
Glacial Ray now reads:
Glacial Ray deals 2 damage to target creature or player.
Draw a card.
Evermind is blue.
It won't change the card's color, because the card's name is GLACIAL RAY, not EVERMIND.

Heh, another case of misunderstanding what it means to "copy the text box." Seriously, when the guys at Wizards say that they really mean something else entirely. For the complete rule that I partially quoted earlier...

I like the concept of Evermind. I wish there was more than one, because we may not see Arcane nor Splicing anytime soon. Although arcane is a reference pertaining to the wizard type spells, we may see arcane spells again somewhere down the road. And they may figure out how to use the 'uncastable' spells again. Who knows.

As for the 'Evermind' text, when a card's name is used in that context, it means 'this card.'
