What i meant was, you CAN imprint it on the scepter since imprinting isnt casting a spell.
But the rules text on the card clearly states that it cannot be played, so activating the scepter imprinted with it would do nothing.

I love Joboman, Poggy, Niv, and Vezok, because, while they may not be the best players, they still try to win. Having fun is the most important thing to a game, but I've learned that if you don't try to win, then you're ruining everyone else's fun.
Found a way to play it without splicing. Imprint it on the Panoptic Mirror for (tap), that is if the whole thing about cmc being zero is correct. Otherwise you gotta splice it.

No you can't. Panoptic Mirror says "copy and play", but Evermind says "cards without mana cost can't be played". It's same as scepter.

...except that doesn't work, since you simply cannot play it.
wow, this card is something i new they were going to make, and in a way it doesnt surprise me at all, but surprises me a lot at the same time. i really like this and think it will definitely be played in block at least a little, and limited quite often.
I for one think we all need to give a big shout out to RATHI, GOGGO RATHI, and saviors.
the set seemed to turn out really good for limited but not so good for constructed, thats ok though, because once mirrodin rotates out, we'll just have a strangely underpowered type 2 thats all, overall im just happy theres so many cards that i found on my little computer screen when i got home.

This card, while confusing all of us people insanely, is probably one of the most elegant designs we've had in a while. So simple in design, but once you start thinking about it, it's SO complex.
Thank god Arcane is a block mechanic, or the type 1 insanity would make this instant ban. Imagine if splice let you attach it to any spell ^_^()
Just for the record I belive from a rules point of view there is a difference between , 0 mana cost and No mana cost , (ornithopter doesn't have text saying it can't be played )
I may be sarnathed here but all the Shoals care about is converted mana cost, and cards with no mana cost are considered to have a converted mana cost of zero.

I doubt this card will prove to be uber-powerful, but it is definately a unique and interesting card. I love that it relies on Splice to be used. It keeps itself in your hand for wisdom effects and replaces the Arcane spell you played to Splice Evermind onto it. Cool.
this card is essentially like an enchantment that would read
Whenever you play an arcane spell, you may pay 1U. if you do, draw a card.
there are some technical differences between the 2, but the version in the set is only nice cause it stays in your hand. the card does nothing on its own though, which is rather disappointing. i really don't care for it.

I am looking for Date Stamped promos from Khans of Tarkir block so I can finish my set. Check my wants if you have any.
Currently offering 2 non-foil Kolighan's Command for a Date Stamped foil!
Also, the converted mana cost is 0, I'm sure of this.
Just wanted to remind people of this, because I said it last night, and people didn't seem to notice it. THE CMC is 0. You can now counter Ornithopter with Disrupting Shoal.
Wrong... No printed mana cost = no Converted mana cost= no imprinting on Scepters ect... it can only be used via splice or if it is somehow copied, i.e. the red card that looks at an opponents hand and makes a copy.
Wrong. No mana cost = no converted mana cost = 0. This was already pointed out.
104.2. If a creature’s power or toughness, a mana cost, a player’s life total, or an amount of damage would be less than 0, it’s treated as 0 for all purposes except changing that total. If anything needs to use a number that can’t be determined, it uses 0 instead.
Fantastic, ever since i saw the splice ability i've been wanting them to make a splicable cantrip card. I can't wait to see it for real a non land card with no mana cost, Its like the kobolds only weirder.
Sorry Vinny. They aren't changing the rules. It was never going to turn the spell it was spliced on to blue. The rules have always made that clear. I won't say I told you so...

If they ever reprint Stasis without the original art, there's going to be hell to pay...
The rules for splice are going to change to state that CSAs aren't copied.

"Splice onto [type or subtype] [cost]" means "You may reveal this card from your hand as you play a [type or subtype] spell. If you do, copy this card’s text box onto that spell and pay [cost] as an additional cost to play that spell."
I love how you only quote half the rules. You know, doing that would lead one to believe that Fire/Ice couldn't be imprinted on Isochron Sceptre. You may want to go back and get a more thorough read.
Quote from Magic Comprehensive Rules »
502.40c The spell has the characteristics of the main spell, plus the text boxes of each of the spliced cards. The spell doesn’t gain any other characteristics (name, mana cost, color, supertypes, types, subtypes, etc.) of the spliced cards.
As this was a characteristic setting ability, why would you think it would allow the parent spell to inherit the characteristic?

Seconded.
