Spells don't have abilities when played. A spell is a spell. The only ability on the card is splice.
Yes, they do:
401.3. Instant and sorcery spells have abilities, just like any other objects. These abilities are instructions that are followed when the spells resolve, unless the instructions can only be applied at some other time.
Colors aren't copied, but text is - the text then sets a color, which is fine.

Splice does not add "effects," despite its reminder text. It adds text:
502.40a Splice is a static ability that functions while a card is in your hand. “Splice onto [type or subtype] [cost]” means “You may reveal this card from your hand as you play a [type or subtype] spell. If you do, copy this card’s text box onto that spell and pay [cost] as an additional cost to play that spell.” Paying a card’s splice cost follows the rules for paying additional costs in rules 409.1b and 409.1f–h.
Anything is possible since they're already going to have to update the comprehensive rules anyways.
"<this> is blue." might be treated as a special case if its on a card with no mana cost. This I can't say for sure, because this card is the first of its kind.
However, it doesn't seem like bleeding its color onto the other card is something this card is trying to accomplish.
Like I said before, this better be a rare, because otherwise this would create a widespread rules nightmare at the prerelease.
is this spell arcane just for flavor, since you can't cast it. or is it so you can discard it with psychic spear...

A Glacial Ray with Evermind spliced on to it equals a RED spell. The reminder text of "This card is blue" will do nothing to the Glacial Ray.
It's not reminder text...
Reminder text reminds you of something; it has no actual effects. If that was reminder text, it would be wrong, since the spell would normally not be blue.
Anyway, my guess would be uncommon, though it really seems alright at any rarity.
I'm not going to argue...I'm a Level 2 judge, and if it changes the color of the spell, then I will really be surprised. I guess we'll see in the FAQ, which should be out by Thursday...

And also for the second time, you're wrong, and the rulings are outdated. "[this] is [color]" is a characteristic-setting ability.
405.2. Some objects have static abilities which state that the object “has” one or more abilities or characteristic values; [color=red]“is” a particular type, supertype, subtype, or color[/color]; or that one or more of its characteristics “is” or “are” a particular value. [color=red]These abilities are characteristic-setting abilities[/color]. Abilities of an object that affect the characteristics of another object are not characteristic-setting abilities. See rule 201, “Characteristics,” and rule 418.5a.

well up to now all spells that had splice were arcane but theres nothing that requires a spell to be arcane to have splice

i must say this card sucks the only way its good is that u cant play it so its always in ur hand but paying 1U in addition is too much for limited but it constructed it might be of some use.

Wow, a spell that can only be played by splicing it onto an Arcane spell. Freaky. Unfortunately, I don't see this being played, I mean, seen in too many decks. I have no intentions of playing this card, I mean, putting this card in my deck. Let's face it, it's unplayable, figuratively speaking.

I like this card, I could see why there doing this. Maybe it show some hidden spirit magic. I mean withour the barrier, The Kami get larger and more appear and with newer magic.

Also, nobody seems to have pointed out the potential that this gives for cards in future sets to have Splice onto Creature. Eg:
Reflex Training, no mana cost
(Spells without mana costs can't be played.)
