It's always weird to me when people do this. They are wasting their own time too.
So-called players who do this don't care about the time. It's about the easy win. They have little else better to do with their time than to sit and play games all day.
To put it into context, out of their 15 weekly wins, how many were because their opponent conceded within say... the first five minutes of game play? For them, it's worth it.
Savannah is on point; these people don't care for the time used. There's also the sore loser factor; many will start these shenanigans once they are behind or their key cards are removed.
Of course, sitting and letting the timer run down at your leisure is far easier when you're sitting at home, with no judge present or other obstructions.
I am a new Arena player and I had my first experience with this last night. The match was going a bit back and forth. I set it up for opponent to alpha strike for lethal with no cards in opponent's hand. I flashed in the angel that puts you at 1 life if damage is lethal. With all opponents creatures tapped and no cards in hand, I had lethal next turn. Opponent just stopped and let all time outs expire. I was too stubborn to concede out of frustration.
