I'm sad to see nobody replied to this yet, anyway, I think the most consistent deck may probably be the Golgari deck, it's got tons of quality cards at every step of the curve, Liliana's deck can hit hard, but it's often too slow, and its removal is too expensive. As for the lifegain deck, well, it's a lifegain deck, winning life only delays things but doesn't disrupt the opponent's plans, so you can still find yourself overwhelmed by a Goblin swarm or outclassed bu serious beaters like Golgari's Spiritmongers, Lords of Extinction or Drana, winning life doesn't matter when a regenerating beatstick is heading your way every turn, or when you have to contain a 16/16 monstrosity. (I've been nice and didn't Rancor it up=P)
Liliana is often described as the most consistent deck, but many others are too. What makes Liliana's consistent is that she has an absurd number of board control cards, this is considered balanced by its inability to deal with artifacts and enchantment. However the idea is to play some card advantage threats and use your 1 for 1 to survive as long as possible, you eventually get to a win condition. Very good deck.
I wouldn't call Celestial Light consistent because it has only 1 card draw engine and few card advantage.
I think Goblin is consistent because even thought you have only 2 ofs of the best goblins (goblin guide, warren, piledriver, etc... 3 warchief.. 1 krenko.. 2 siege-gang) you don't rely on a specific one for the deck to win. Goblin also has very nice draw for such aggro deck. Gempalm and Ringleader are incredible. In such a fast deck, having just 1 extra card makes a huge difference.
I wouldn't say Golgari is that consistent, but its mana ramp sure helps clean up the deck but when you get mana flooded it's really not cool. This scenario makes you top decking easily and waiting for that sweeper or that win-con. Still one of the best deck though, but mostly because of its board control/sweeper. IceHeart_Omnis seems to be quite impressed by a 16/16 creature here but it's just a win-con like another.. without trample is won't do much and that means drawing one of your 2 rancors... The real use of a 16/16 creature is to sacc it to Greater Good. Seriously, illustrating how Goblin can't handle the 16/16 is just silly.. Goblin obviously loses to most form of stabilization, its job is not let you get there by applying constant pressure. That's the Goblin gamble.
In general, if you compare DotP decks to paper magic, decks are very inconsistent because of all the 2-3ofs and lack of card draw in most deck.
