I hope for some resolution of the Raven Man storyline, Dominaria is where he first appeared. Although that is rather unlikely, since Lili still has one demon to kill before that. But it has been dragging on for quite some time and we still have no idea who or what the heck he is...
Another possibility is Marit Lage getting unfrozen, it would really ramp up the nostalgia. Although she might be too close to the Eldrazi to ever be used again, which would be a shame.
Next on the list would be Slivers, as far as I know they are from Dominaria and they are well liked and overdue for a return. This might be the most probable possibility.
And one treat from the crazy bag: The whole plane is overrun by Homarids, and the Gatewatch has to deal with a Homarid planeswalker to save the whole plane from being turned into one giant lobster colony.

I was just wondering what might Bolas' next step be, now that he has a planar bridge and an army of uber-zombies, and then it hit me: He already has the power to conquer practically any plane, so the target has to be something special. And there is one very special plane: Dominaria. The nexus of the multiverse. The place where the Mending was done, and where Bolas might think it can be undone.
We can probably look to Future Sight for what the future holds for Dominaria since there's a number of characters from that set that haven't made their debut yet: Baru, Fist of Krosa, Linessa, Zephyr Mage, Korlash, Heir to Blackblade, Oriss, Samite Guardian, and Tarox Bladewing. Apart from that, Jhoira's inclusion in the recent Duel Deck is a strong indication she'll be back and involved with the newly built Tolaria West. Finally, there's the photo WotC posted on Twitter of the globe of Dominaria. Not sure if the specific position the globe is rotated to is a hint but the part visible contains the following notable islands: Urborg (tomb of Yawgmoth), Madara (Bolas' old hangout), the Tolarian ruins, Bogardan, Zalfir, and Aerona.

I actually very much hope it's mostly a fanservice/low-stakes plot set. Much as I enjoyed Amonkhet, I'm a bit worn out on epic world-threatening apocalypses, and god knows the residents of Dominaria are, too.

Why an Aven and not a Khenra/Jackal? Someone even put forward the idea that Samut and Djeru should have been khenra twins to match Hazoret.
What I honestly hope and expect:
As Time Spiral apparently didn't sell too well, I don't think that wizards is going all in on a dedicated nostalgia-fest (even for 25th anniversary). As such, I doubt that we'll have a complete absence of planeswalkers just for the sake of old set feel. What I do think wizards might do is split the gatewatch up to explore a bunch of famous (remade/recovering) locales and give them a low-urgency task on that plane.
For example, the gatewatch might go searching for the scattered pieces of an ancient artifact (possibly created by a character we might recognize...) with the different members interacting with different geographical regions. It would be rising on the coattails of Ixalan treasure hunting, would allow for each member to get one or two individual stories, and allows vast swaths of the famous plane to be covered in the space of a single set.
To be honest, I don't think it's going to involve many of the Gatewatch, at least not outside of Liliana or Ajani. And I'd be disappointed if Bolas shows up there right away, I kinda wanna have it played out longer. I would be happy to have it focused around a characters (planewalkers specifically) that we haven't seen in anything but supplemental sets since Time Spiral, if not longer.
Having the story revolve around bringing back Zhifir from being phased (or how it suddenly comes back and they have to figure out the who and how) would be intersting as well. Having it be one of the few unmarred area's of the plane that's still recovering from the Mending, particularly if the people from the nation have little to no knowledge of the time that's passed, nor have aged. It would bring some feelings of old school settings and nostalgia along with current storytelling.

It's been a month and I'm becoming increasingly convinced that Return to Dominaria will have as its plot a kind of regrouping for the Gatewatch, team tension and further characterization for Lilliana (it's her home plane) and a quest by the gatewatch to learn of Urza and the other Titans as a means to eventually overcome Bolas.
This would nicely intersect new and old MTG lore and fanservice, especially with MTG's anniversary.
