Based on everything I've read, it is easily possible that elspeth could come back as a champion of erebos as a black or black white Legendary. In theros there is the whole enchantment/creature being the torment, supposedly soul, of the dead individual. Storyline could be set up as ajani having been trying to help her regain her soul this whole time and is why he keeps ditching the gatewatch for some other task.

Ajani isn't ditching the gatewatch for some other task, its literally the exact opposite, the gatewatch ditched him.
While its possible Ajani has some meta plan for Elspeth, everything we've seen about him has him trying to come to terms with her being actually dead, so if he believed she could or would come back he shouldn't be feeling this way.
On Theros the dead are very different from most other planes. With a physical underworld when you die all of you goes, body and soul. While down there you 'live' in misery and so a lot try to escape. Typically when a person escapes they fracture their body and soul. The body becomes a Returned and the soul becomes an Eidolon. Neither side remembers that they are part of the other and neither has 'real' memories of who they used to be. The Returned experiences a sort of muscle memory, and laments its loss of self, they try to do what they did all there life, but overall they essentially live a new pseudo-life usually in one of the Necropolis. The Eidolon has no recollection of who they once were so they wander around or 'haunt' a specific place, usually near nymphs. It has been theorized, here, that you could combine the Returned and Eidolon of a person to truly bring them back to life, but it has never happened before. Particularly evil individuals become Demons in the underworld. They can fly back across the Rivers that separate the underworld form the living world without fracturing and creating an Eidolon or Returned. They usually corrupt a piece of land or wander about tormenting anyone they find along the way.
Wizards has dropped some heavy hints that Elspeth is coming back in some form on a return to Theros. Though it is very unlikely that it will be as a champion of Erebos, because they way he screwed her on her deal to bring Daxos back to life.
