Baseless speculation: Perhaps Bolas is simply building an army of powerful warriors. If he could get a hold of and alter Rashmi's teleportation tech, they wouldn't need sparks, and could help Bolas take planes by sheer force.

But the point of gathering planeswalkers isn't bad either. Even if he got only 2 or 3 PWs out of this it would be a great succes. Remember the Infinite Consortium which contained only a few PWs and pulled the strings secretly on many planes.

I feel like it'd be planeswalkers, since I imagine he'd use his Worthy to gather information and technology and what not. I really think Ashiok is one of those, and maybe was on Theros to check out the gods as well as the already known reasons. Also, I'm really thinking the gods on Amonkhet are 3 colour At least I'm hoping. I wanna say it'd be the wedges, and not the shards, since there's 5 gods there (to my knowledge? Battle of the Five Gods, right?), but unless Bolas get's his own God card, I can't imagine they'd have another Grixis God other than him, so that'd break up the shards. So, maybe they'd do a mix of shards and wedges.
Either way, I got off topic. I feel like his Worthy are probably Tez and Ashiok, and maybe a few other planeswalkers. On those leaked packs, there was a cat lookin' one, so maybe that's another one of his Worthy? I could also see some new legends possibly being Worthy if they're reaaaally smart/powerful but, I gotta assume it's all Planeswalkers.

Actually, it'd make more sense for Bolas to be using the plane in a similar vein to his Alara plan, but instead of trying to do it sneakily and work it with others (who have their own agendas) on the shards, where as here he is their literal god-king. It'll be so much easier to destroy this plane for his ascension since all the inhabitants believe in the Afterlife and whatnot, they'll literally throw themselves at the chance. And that's why it's sister set is Hour of Devastation.
