Probably it is for the new stance on racism of Wizards (which is resolving it in their games instead of doing something worthwile in the outside world).

The move anti-discrimination period started probably a while ago, ever since Doug Beyer dismissed homophobia in Ravnica by claiming no one in the multiverse is affected by bigotry.
I think anti-bigotry sentiments are nice and all, but they shouldn't flat out retcon everything and pretend it didn't happen. If you must, introduce changes to individual planes saying that race relations have improved or something.
Assuming TBD had a story, I suppose the discoveries of the complexity of minotaur culture would have caused a shift in perception.

Again I think its more just away to allow a party of players to not have to explain why they have a party full of mixed fantasy races, I don't think all of is canon*. The Ravnica DnD book listed away a party of mixed guild members could work together that seem really out place from anything else we been told. They list satyrs as fay creatures for another example.
And from James Wyatt the Minotaur culture was made cause they wanted to have more variety of minotaur designs since last block had them as a tribe and you can only have "murdouse monster" so many times. And from him, humans don't know about them, the minotaur city keeps its self hidden with that maze land we saw.

I think this is a common issue with Magic worlds. Too often their races and cultures feel too one-notey. Ironically Theros is one of the stronger oens as the poleis feel like functioning city states rather than paper-board cutouts, but many other worlds suffer from this a lot.
In conclusion, I wish they'd add more variety (even if it's just hinted at for future revisits) to each culture and race rather than just making a stereotype seen on four-six cards and call it a day.

A typical Maro-type response to this (I feel) would be that they have only so many cards to depict any tribe/faction/region etc. so they have to rely on stereotypes to a certain degree to drive the point home, or else player's wouldn't be able to "get it". Essentially, these type of decisions are the result of branding and marketing concerns.
I too am of the opinion that they tend to go a bit too far with this in the recent past. I think the customers could very much handle "less pigeonholed" worldbuilding, where everything pertaining to a group or a combination of colors has to fit into a very tight frame.
I'd really love to see Neolantin and many of these other locations. I think Theros has races from all along the Mediterranean, mostly Greek but also North Africa etc.

In this case I think it was also the fact minotaurs where not meant to be a Theros race. I was looking up what each plane used for the fantasy races and they typically use human + one for each color and on Theros it seems to be;
Humans -WUBRG
Leonin- W
Merfolk- U
Returned - B
Satyrs- R and G (taking the space goblins and elves normal have)
Centaurs-G (and some W, helping filling in green)
So I think minotaurs where originally where like the harpies or giants or gorgons thought of just monsters that (to use your words) would appear four-six cards. Then design decided to do minotaur tribal (and iirc that was heavily requested from people for while) and they spun off to becoming a fantasy race later due to that. So creative fleshed they out and funny enough Beyond Death decided to not have a minotaur tribal theme.
