Ramos himself was actually not in pieces - the "Bones of Ramos" were powerstones that he possessed that were part of the Legacy.

Indeed, he was whole. Some members of the Weatherlight's crew had a chat with him and received the Bones of Ramos (represented by those cards you just named) upon learning that they were trying to assemble the Legacy.

Just to clarify a little more, so what Ramos gave them is only an artifact named "Skull of Ramos" and not his actual skull??
That's correct. They were only called his "bones" by the people who worshipped him, mainly because they sort of looked like they could've been his body parts (in fact, each card in the "Bones of Ramos" cycle has flavor text from the Mercadian Ramos myth). They're in fact just powerstones.
