Brandon Sanderson, hands down. He has a knack for creating unique and interesting systems of magic.

In terms of 'Likely to Happen' and 'Already knows a bunch about Magic Lore', I vote Ferret Steinmetz. Writes Magic articles and has few published novels out. His main character is basically an Azorius lawmage already.

I second Tamora Pierce, she writes magic in her stories without the clumsiness present in many authors’ works.
Her characterizations also can easily be understood through the colour pie. Still waiting for Tris Lightsbridge book
