I wonder what kind of plane they're from? Feels very Han Daoist, i.e., celestial bureaucracy world, where Gods work as a government watching over their people.
It's a big logical leap to assume these guys' homeworld is based on folk Daoism and has a Celestial Bureaucracy. Sure, that's the most recognizable trope from Chinese mythology, but nothing suggests it here.
Both are... nature mages, of some kind? So the harmony with nature aspects of the Dao are there, for sure. Maybe R&D was thinking of the Eight Immortals?
I really like these deck to show off more side characters and other planes we don't have set worth to explore. I also like the duel deck nature of them since the story has the two walkers fighting at one point. Wonder if they are form the same plane. Yanggu might be from another plane since he's re-treding Jaces storyline.

I suppose if its actually popular will visit it as a sort of Kamigawa done right. And yes I know one was based on Japan and the other is based on China.
And, importantly, it isn't some "fake" side world that doesn't exist. This unnamed world, and the characters in the set, are all real parts of Magic lore. And considering the main characters are Planeswalkers, well . . . let's just say you can expect to see them again.
