I imagine they're doing this mainly for gameplay reasons since you need two sets to fit the ten Guilds, and the third set would cover the actual invasion.
It would be beneficial to the story though, since it would have more sets (and thus, more breathing room) to work with, at least in theory.
I jut hope we don't get burned out with with sets on one world, I liked having multiple worlds per set, wonder how they going to do the art book (maybe in 2 parts?).
I love the feel of Ravnica in Fall. Any guesses to planeswalkers outside gatewatch, Bolas and minions?

Idk if that he's that popular (and they have a lot of choices for Gruul) and thinking on it they might put Samut in here. I could also see them not having any new walkers characters in the set as well. Like Battle for Zendikar I think their are enough walkers that a new one won't be introduced.

Now these could be the teams but its hard to tell.
So Dominaria only gets one set but Ravnica gets three...we immediately went from not doing multiple sets on the same plane to doing it after a single break.
Domri Rade is the safe choice. He is already from Ravnica. However, no Planeswalker has more motivation to want to kill Bolas then Samut except perhaps Ugin.
I suppose you can try to figure out which walkers based on color
I don't think a plane (other than Dominaria), regardless of its popularity, should be overused like this. Yes, it has great design and history, but I'd argue most planes were designed fabulously for continuous stories. Three visits to a single plane, only Dominaria has the diversity to makes it work, and I still remember the second Ravnica block wasn't nearly as good as the first one, in both story and card design.
I also noticed that design team had used Raniva guilds as model for 2-color pie card design after it became popular. Boros always go Rawr Rawr, Orzhov always steal life, etc. Lorwyn was unlike that because it was designed before Ravnica became that popular, therefore was less plagued by it, other sets weren't so lucky.
Well I think you need a minimum of two sets for Ravnica because you cannot really do 10 guilds in one set unless you are doing like 500+ cards. So two is fine but three is too much. And yeah Ravnica had definitely has had an outsized influence on most Color Pairs. RW is the poster child cause the Ravnica influence is what makes it so bad in EDH combined with the colors inherently not having the best land ramp, card draw and land destruction being frowned upon.

The irony was, when Boros first came out it was rather spell oriented too, though the army mentality was iconic and became staple.

Also funny in that the spells define the color pair as Lightning Helix and Boros Charm are the poster children for the Guild at least in Modern.
When I think of Ravnica, I remember how weak its story was, the fact people just associated it with shockland reprints, and how it's basically just fast food processed color pie. Instead of seeing unique aspects of a color, we get the same generic round of obligatory gold cards doing what they've always done. There's nothing magical or fantasy about it for me. A city plane. Insufferable.
As much as I love returning to Ravnica, the timing and the third set really irks me. I was looking forward to another new plane after Dominaria. And I can already feel the fatigue from three sets.

You see this post is funny, because the guilds were largely modeled after popular deck archetypes, not the other way around. The only guild where they actively tried to go into the opposite direction was azorius, because hard control is not really fun for anyone. So they made it into the skies archetype, which admittedly was and still is a rather common archetype.

Except Boros was never spell oriented. They gave it radiance precisely because Boros was the army guild and likely would have a lot of creatures, so you could buff your entire board with a single spell. (Having all that said, radiance is still a pretty dumb fit for Boros, which wotc has admitted later on.)
We'll be spending three sets on Ravnica as we gear up for the final showdown with Bolas himself.
interesting.
While it doesn't mean that this confrontation will already happen in the third set, (could be the one after that) it certainly implies to me that the Bolas threat will be neutralized by the end of next year. One way or another.
I find it really hard to believe that Bolas will ever die completely, personally. But we'll see.

It's extremely hard to make sets in planes like Ravnica, Alara and Tarkir without a 2-3 set model.

While I too hoped for Theros sooner than an entire year, I have contented myself to become excited for Ravnica.
I started playing during the Mirroden block, but it wasn’t until Ravnica: City of Guilds that I became truly invested in Mtg. Ravnica won my kiddo heart, and while it is no longer my favourite plane, it is ‘a’ favourite.

That's not true, not for me anyway. My only issue is that Ravnica is becoming... trivialized due to its popularity, I suspect WotC is going back there not for plot reason but for convenience reasons i.e. to entice players and not have to design new planes. Base on story, we're not sure why Bolas would take the Immortal Sun there, why he insist on taking over it despite having agents on every plane, etc. For a mastermind, his planning is kinda short if Ravnica is his end-all goal.
Well yes logically it makes sense to end Bolas Arc on Dominaria but Jace is the main character now not Urza or Gerrard so this story has got to end on Ravnica because its Jace's Adopted Home and Ravnica is the most popular plane now. Despite Jace having amongst the least beef with Bolas out of any hero in the Gatewatch...Jace doesn't even rank Top 5 in the screwed by Bolas list amongst active walkers.
Bolas has done more to in no order to Nissa, Nahiri, Ugin, Teferi, Samut, Sarkhan, Tezz, Lili, and Ajani. So Jace is 10th at best and yet Jace as face will probably get the decisive move that wins the war against Bolas. When really Samut or Ugin should get that honor.
We all saw this coming but I didn’t expect wotc to do three sets after changing it from three blocks to just one. Seems kind of silly to me. It is nice that Jace remembered he’s supposed to be there and not out elsewhere playing superhero lol
Although...Since Chandra is training under Jaya I thought we’d get regatha or some other new plane before the ‘final battle’ with Bolas. Also was hoping for a little more Dominaria. Still, it’ll probably be fun to play and to see what’s gonna go down imo
Let's be real here. It's the return of Core sets that's the problem. We could have gotten two sets on Dominaria AND three on Ravinca were that not the case. But of course WotC has to support the sinking ship that is Standard above all else, so we Vorthos-es are out of luck.

Yah why support the sinking ship that drives the vast majority of their sales? Just let the game die here so no one ever has to play standard again.
Wait, that sounds stupid. Thank God magic isn't designed by it's fans but by a group of people who each make mistakes but would never make the game killing mistakes it's fans would.
One cool thing is since the Bolas set might not be full guild theme there could give Krenko another card.
EDIT:
Looking at the color balance of walker right now (and assuming core 2019 gives us 5 mono walkers) We are pretty balance out with a need for green and black...lol

Wait, I think they said the three Ravnica is a "set up" for Bola's defeat... does it mean this will end not on Ravnica, but somewhere else...
In Bolas's own Meditation Plane, Pools of Becoming? That'd be one heck of a plane for the final showdown, it's the final boss last stage level kind of epic ness, especially if "It is a pocket plane used by high ranking officers of the Emperor of Madara as a place for solitary meditation," massive battle, elites versus elites, world enchantment, banding, rampage...

TBH I'm rather surprised at just how many people are complaining about 3 sets on Ravnica, like spending three whole sets on one plane is so unimaginably long. It was only a few years ago that every block was three sets on the same world.
A battle on the Meditation Plane would feel hollow for me, because while certain character's lives could be at stake, the fate of the world they're fighting in wouldn't. Having the showdown be on Ravnica creates greater tension because it's a popular world that's liked by many players. Depending on how Wizards handles this, it could really give weight to the "final conflict".
It's kind of difficult to anticipate what they'll do though. The most popular thing about Ravnica (and, in fact, its conceptual foundation) are the guilds, so they're probably going to come out of this more or less unscathed - maybe the power balance between them greatly changes, maybe even large parts of the cityscape, but the guilds themselves will endure. This is already the second return set, and after spending almost a year on the plane, Wizards will probably bench it for quite some time (if they've learned from their past mistakes). Still, it remainds a well-liked plane, so they'll not wreck it completely like Amonkhet and that's very understandable. However, if they play it too safe, Ravnica will indeed just feel like a popular backdrop simply chosen to pull in customers.
Lastly, while I can understand (what I consider to be) their reason for immediatey following up two new Ravnica sets (which are necessary to accomodate all the guilds) with the "Bolas showdown" set (returning to Ravnica for only one set without having another look at the guilds first would feel weird), this storyline does seem a bit rushed. We just found out about Ravnica being Bolas's ultimate target at the end of the Ixalan block, which doesn't feel all too long ago. We also haven't seen the main characters of the story make actual preparations for defeating Bolas specifically (except the Jace-Vraska thing). For now, their plan seems to be to simply amass more allies, which of course if a legitimate strategy, but I feel there should be some intricacies, elaborate setups and tricks involved when it comes to defeating Nicol Bolas. I think spending one or two more sets somewhere else and focusing on the establishment of some sort of battle strategy seems like it would've built up the conflict more nicely. But of course we know next to nothing about the plot of Ravnica 3.0 right now. Maybe the planning and setup will happen during the two Ravnica sets, who knows.
