I am also expecting that we will get a legend for zombies, spirits, and werewolves (since vampires and humans got one in SOI), this is part of the reason I included Ulrich, Ludevic, and St. Traft in the OP. And though it is certainly possible that any of these tribes won't get one, I would find it surprising since tribal is one of the minor themes of Inn and WOTC wanted to return to it.

Plus, Maro has stated how several planes have color identities or leanings that affect the entire card set thematically and sometimes mechanically (white and blue doing "green" things in BFZ, for example. he's also said Tarkir leans read, as well as Innistrad black, and original Zendikar and Theros as well leaned green & green/white). So yeah, because of that all I'm saying is it would be weird if there were more White planeswalkers on a plane that is quite obviously even if not outright stated in flavor (but again, obvious) to be leaning black. Thematically and otherwise.
So, that's why it's more feasible to me that there would be two blue PW, instead of three white. Just based off of thematic patterns. Which is how I meant my comment about PW representation, as Innistrad 1.0 had quite a black showing. Even going by your tallies (thx for doing that), the past few years have a good thematic pattern (or lighter-than-pattern word if you prefer) in it's PW showing: Tarkir has a mono red, Ravnica a mono blue, Theros a mono white and lots of green, Innistrad had 3 with black, BFZ has two with green. And none of those were overshadowed by a color that wasn't the thematic identity.
I mean, it's entirely possible. Thematically, sure, Innistrad skews black, although I think the color skew depends more on the region.
I'd like to see Tamiyo (mono blue), Gisela and Bruna. That's pretty much it. I don't care so much about Liliana. And I don't think both Liliana and Tamiyo are a given. Such as Jace having a major plot relevance in BFZ/OTW, and not being represented on a planeswalker card.
But mono black Liliana is sadly more likely than a second mono blue pw... that sucks.

I'd also be curious what Wizards will do to the cast trigger for two reasons:
1. Ulamog and Kozilek got upgrades to their abilities, so Will Emrakul be a Time Stretch this time around?
2. The Titan that has undergone the greatest change since their introduction is Emrakul. Ulamog stayed hungry and Kozilek's great Distortion abilities were played up, but Emrakul went from bending gravity to (if all the madness is tied to her), being able to transform creatures and bend them to her will, all the while still being able to influence gravity, which means that her abilities could include making creatures colorless and/or stealing them.
A third option, and I believe the most Lovecraftian would be if they fake us out on Emrakul and instead reveal this is all in Kozilek's will, showing once and for all killing Eldrazi is not the happy go get 'em task Battle for Zendikar was made out to be. -they won't, but it'd be the closest to terrifying I'd think they could get the Eldrazi to be-

Has duals been a good indication of what colour a walker will be previously or is this the first time this has happened?
If you're referring to DotP, it's rough. Kiora and Ral Zarek debuted in dotp and their decks definitely matched their identity. Ramaz has yet to make an appearance, but his deck was Temur (not likely to be such off the bat). Tezzeret had Esper colors in his deck, and I think it slightly predates his Agent of Bolas printing. Nissa has had a GB deck, though it's questionable now if her secondary color is still black.
I would definitely love a squirrel legend over the hypnotoad.

I would really love to see the fourth angelic sister, but as a "good character" battling side by side with Sigarda against the horrors spawned by the moon.
Who knows, may be by consorting with demons she found out how their essence is revived after they are killed and exploited that trick to cheat death when Avacyn supposedly obliterated her and her flight. After all, she was "studying" demons in order to better defend people against them and stayed in hiding all this time in fear of Avacyn.
Yeah - this inconsistency struck me too. Avacyn found that when she killed demons their mana just dissipated and reformed, hence having to use the Helvault. Why would this not also be true of Bunny? Or did her W mana reform into some random angel and her B mana reform into some random demon?
If Creative have any desire to bring her back, at least they have a pre-made process and explanation all lined up. I could definitely get behind the end-state of EMN being a reformed WB angel, Sigarda, and a restored Gisela and Bruna becoming the quadumvirate replacement for Avacyn as maintainers of balance on the plane.
Thalia's too active in flavor texts to get skipped, especially since Rosewater was just on his blog talking about how existing legends draw more interest than new ones. Ludevic might be late like Geralf and Gisa were, but considering they were explicitly for testing whether people liked recurring characters without cards and then they got cards, he's probably on deck. Liliana's about as locked as it gets, Tamiyo's likely assuming she's not a hallucination on Avacyn's Judgment/Anguished Unmaking. Nothing so far suggests Tibalt is anywhere to be found, so those are probably our two for the set. It'd be notably weird if Sigarda got a new card and Bruna and Gisela didn't (especially since something's changed since last time). And the odds are good Emrakul's about to crash the party.
Between Tovolar and Ulrich, I'd sooner bet on Ulrich since he's probably the big guy visible on the RG uncommon, meaning we've already seen his face. Tovolar sounds like a character lined up for CMD to me, since he could be a single sided werewolf, the same way the details of Arlinn's lycanthropy are obviously built to enable her to show up in other settings without dragging out the flip card printers. The black angel could be up, but they could also just be seeding plot points for the next visit. I want Hal And Al, Freelance Police real bad, but they're scarce in flavor texts so they'd be easy to skip. None of the other vampire lords have been active in the UR chapters so far, but Stromkirk is the name showing up on cards, so if we see another lord it'll probably be him. Edgar in particular isn't anywhere to be seen, and this plot doesn't appear to have anything to do with him, so I think we can rule him out. The Lunarch Council's a possibility, I'd bet in WB. I'd keep an eye out for the hunter guy who traveled from the Hanweir entries to Tamiyo's door.
I'd actually love it if Rem Karolous got a card, he's been slaying monsters since original Innistrad block and when he's not killing mutant werewolves for Tamiyo he's apparently an angel-slayer now. I doubt he'll get a card, since we already have Odric and if we get a second white-aligned human legend it's probably Thalia, but I think it'd be cool if he showed up in commander somewhere down the line.
*Also I firmly second a single-sided Tovolar card at some point in mtg's future.

For a legendary creature, I think ludvec would be very cool, and wizards could maybe do something really weird with him. For a planeswalker please please please wizards give us a new tibalt! With all this pain and suffering going on all over innistrad now is the perfect time for him to resurface, make him good or make him just as bad as last time, I don't care just throw him in there for a little extra crazy to shake things up.
I'm hoping for a UG Tamiyo that plays with a controlling Design space, so that a Bant Planeswalker control deck looks even more promising, cmc 4 would be perfect... Or cmc 3 if I were to be greedy.
I'd really like to see Tamiyo, maybe getting a new card, and a reprint of Lili of the Veil. Other than that, maybe the other half of the shadowlands, and maybe more flip-lands (?)

Avacyn is cool and all, but we don't really have anything powerful that specifically supports playing Angels or giving them bonuses. (Seraph's Sanctuary and friends are..ugh).
