It should be noted that the spell Tibalt used was one of his own invention based on what the devils had whispered.
Aside from that, Brady has also twitted (that's how you say it right? You kids and your newfangled social media) that Tibalt very likely splashes black, but he's primarily red.

Thanks for sharing that, I never remember to check peoples' profiles for their replies to other people as well as the stuff that shows up in the normal feed.
Another interesting thing I'm seeing in his recent replies is that all or most planeswalkers can make use of at least three different colors of mana, just not with equal amounts of skill. It's interesting to look at some of the characters we have so far and guess what other colors they have dabbled in.

Truthfully, I think that's a bad generalization in several cases.
There's just no way I'll believe Chandra uses anything barring red and Liliana using black. They're pretty much the purest expression of their colors that you can get and I don't see any splash for them. In the same fashion, Koth seems... very much about mountains. I suppose he could splash green, but that feels weird and off.
Jace and Tezzeret using other mana makes sense. Ajani, Sarkhan, Bolas, and Elspeth all already use multiples.
I suppose Gideon could splash a little blue without making anything that weird.
I didn't interpret it as meaning they use those other colors on a regular basis. More like they CAN use another color(s), but not very well, and only when they have to. Chandra obviously doesn't rely on anything other than red mana practically every situation, but might be able to manipulate some green or black mana with poor skill in a pinch. If she practiced at it, she might be able to develop a reasonable amount of skill, but she's clearly not interested in using anything that isn't fire.
I see it more like Tezzeret's Necromancy or Jace's healing skills.

I don't see any of that in Chandra, whose first (and seemingly only impulse) appears to be "burn it down." I don't see her even capable of the right mindset for green magic, nor being ruthless enough for black.
She's not quite so one-dimensional as that. I'd believe it if she's attempted to dabble in other colors in the past, managed a little bit of progress, but got too frustrated with them and just focused entirely on red mana since it comes so easily to her. I agree that it would be difficult for her to get totally into the right mindset. Green, though, shouldn't be so impossible as that. She could approach it from the "instinct" perspective, since her impulsive nature lends itself to acting on what feels most natural without thinking about it. I assume that if she does have any affinity at all for green mana it's probably mostly with destructive spells, of course, rather than growth or healing.

Honestly, I feel if she's picked up any green attributes at all, it would be because of Samir's influence. But even then, I don't see any destructive aspects coming from him.
Not from him, but destructive channeling of mana is what comes most naturally to her. Independent experimentation with green mana would likely end up with Naturalize/Bramblecrush-like results. But if she did have some sort of instruction in the use of green mana from Samir, it could be that attempting to teach the more constructive aspects of the color would lead to frustration and keep her from wanting to attempt it again.
This is entirely conjecture, of course. But I like it as "head-canon."
I actually dislike the backstory, because it's hard to reconcile sadism with the red part of the color pie. Chaos? yeah, that's definitely red. But inflicting pain in order to gain knowledge? That'sasblackasitgets. Maybe Design is trying to say that masochism is black, and sadism is red? It's still wonky. With that said, his abilities are definitely well within the color pie of red.
I would have preferred if Tibalt was more of a failed preacher or cleric, and found he had a gift for inciting violence or fanaticism among groups of people, which would make his Insurrection ultimate much more fitting.

Besides, having years of such torture inflicted on yourself in a moment seems to me like it wouldn't produce such a dapper, smiling planeswalker. But I digress. I'm just not entirely happy with the card. I like Razorgore's ideas better.

I doubt he's actually interested in learning anything. He's just using the whole "studying" thing as an excuse.

Anyway, this is pretty much the first grixis-type planeswalker (yes, I know he's mono-red, bear with me) that seems equally divided between each of the colors. Really. His anger and delight in torture is red and somewhat black, but he's actually researching this stuff, so it's also blue-black.

actions =/= correlate directly to color.
White is also known for horrible torture, just for example.
research is not the sole domain of blue or black any more than torture is the domain of black. Color/personality lead to actions, not the other way around.

As Brady has said in the past, mana cost is too blunt an instrument to represent a character accurately.
There ARE elements of black in him. Not so much the elements of blue.
I was just stating that dlgn was using fallacious reasoning to apply actions to color rather than personality attributes.
But said elements can reasonably be within that "shared values" category, in that they're neither pure Black nor pure Red, but shared by both.
That said, I hope that, when they print a Black/Red Tibalt, he has a completly different personality.
