Quick question to the rulesfolk out there (Hope you didn't mind me calling you that )
I have Emeria, the sky ruin in play along with enough plains to trigger the effect.
There's a Dragonmaster outcast in my yard that I bring back once Emeria's trigger resolves, do I get to make a dragon Token?
No, it doesn't work out that way. At the time Emeria (or Proclamation) returns the Dragonmaster to the battlefield, the beginning of your upkeep has already passed. The game won't back up and begin the upkeep again. Dragonmaster Outcast doesn't trigger in this situation.

Emeria the Sky Ruin and Dragonmaster Outcast both would trigger at the BEGINNING of the upkeep.
So if you were to return the Outcast with Emeria, then the Outcast isn't on the battlefield at the beginning of the upkeep to trigger. So you won't get a token.
Not during that turn, no. Like Emeria, the Dragonmaster has to be on the battlefield when your upkeep begins in order to trigger. Entering later during that step will be too late. And since forecast can only be used during your upkeep, same goes for the Proclamation.
No for both Emeria and the proclamation of rebirth.
For the Dragonmaster outcast to trigger it has be on the battlefield under your control at the very start of your upkeep as it is still in your graveyard at that point you won't get an extra dragon until the upkeep of your next turn.

Would the same apply to a forecasted Proclamation of Rebirth?
