No, all the ability does is change the target. If Spellskite leaves before the ability resolves the target doesn't change. The lightning storm damage occurs when it resolves and the target would still be the last target chosen.
However in this case the Skite ability will resolve first, and then pact kills it which will still result in lightning storm trying to target the Skite illegally and fizzling.
Yes, you could let the Pact resolve, then activate the Storm's ability again and change it back to the opponent.

Sometimes common sense beats Lv1 judges I suppose...luckily I had enough lands to just kill him through Spellskite but my opponent was a Lv1 Judge and we even asked another Lv1 judge and he concurred.

Lightning Storm
So I cast Lightning Storm and discard land enough to kill my opponent and pass priority. He then activates Spellskite, redirecting Lightning Storm to it. Me being retarded, forgot the Spellskite was on the field, so I respond with his activated ability by casting Slaughter Pact targeting the Spellskite. He then activates Spellskite and redirecting Lightning Storm back to Spellskite.
Does this make Lightning Storm now resolve before Slaughter Pact?
