was there a recent rules change where the Convert casting cost of a transformed permanent is now set by the original size of the card and not the flipped side?

The converted mana cost of Awoken Horror or Jace, Telepath Unbound is 2. The specific card interacting with converted mana cost is irrelevant.
711.4b While a double-faced permanent’s back face is up, it has only the characteristics of its back
face. However, its converted mana cost is calculated using the mana cost of its front face. This
is a change from previous rules. If a permanent is copying the back face of a double-faced card
(even if the card representing that copy is itself a double-faced card), the converted mana cost of
that permanent is 0.

Why bother with mere rulings when so many answers can be found in the Rules?
The new rule is that the converted mana cost of the back face of a double-faced card is the same as its front face's, unless it's a copy (C.R. 202.3b). This rule applies only to double-faced cards.
Engineered Explosives has a converted mana cost of 0 (C.R. 202.3c); this hasn't changed.
(Note that the back face is not called the "flipped side", and a transformed double-faced card hasn't "flipped", only a flip card from Kamigawa block can.)
Like double-faced cards, meld cards have the characteristics of their front faces everywhere except the battlefield. They also can't be turned face down. But remember that meld cards aren't double-faced cards, so they can't transform.
The meld card is like double-faced card , but isn't double-faced card. So there will be Ruling about it own.

Yes , I was Rules Advisor.
Obviously , English is not my first Language (sorry about that ).
Scientists have calculated that the chance of anything so patently absurd actually existing are millions to one. But magicians have calculated that million-to-one chances crop up nine times out of ten.

I was under the impression that a flipped awoken horror or a jace, telepath unbound had cmc of 0 in there transformed sides....
same thing applys to engineered explosives right?

It's the sum of both sides. From the rules manager Matt Tabak's Twitter:
