Silumgar, the drifting death is attacking (declared as attacker) I have a bunch of 1/1 that gets -1-1 so they are all dead, when is my turn to declare bloquers if I use Sacred mesa to put another token, it gets -1-1?
No, your pegasus token is fine, and able to block. Continuous effects created by resolving spells and abilities that modify characteristics are locked in on the objects they affect at the time of their creation. Objects that aren't there when the effect is created won't be affected. So only creatures you control when Silumgar's trigger resolves will get -1/-1.
If a resolving spell or ability would change the characteristics of creatures on the battlefield (Silumgar's -1/-1 ability affects the Power/Toughness characteristics), it only affects the creatures that are on the battlefield at the time it resolves. Creatures that enter the battlefield later in the turn won't be affected.
