This is not really a question but everything you said is correct. EOT of your turn, you can tap orb with manipulator.

I am trying to get better at making decks. I have had trouble creating more competitive decks as I only really build with the cards I have. I dont have that many value cards, in function or expense. I (almost) never play at FNM type events so its not like im playing against $2k decks. If I do usally play at one, Its a draft or limited game. Any advice on building decks is greatly supported! DMs are appreciated.
Thank you!
To put it more simply, it's like saying, "I can prove Jesus is real and loves you. See? Here's my Hispanic friend Jesus. He's had a crush on you for a long time. Tell em' Jesus."
Here's a joke! Whats the internal temperature of a Taun-Taun?
i control a winter orb, at the end of my opponent's turn, I activated my icy manipulator ability to tap my winter orb
During my untap phase, am I able to untap all my lands since Winter Orb is tapped at the start of my turn
It is "untap step" though.
Yes , if your Winter orb is tapped as you untap step begins , so your lands will all untap.
From Gatherer.com Ruling of Winter orb itself.
All permanents untap during a player’s untap step at once. If Winter Orb is tapped as your untap step begins, your lands will all untap.

Hi
So am I right to assume that I can make it in a way that Winter Orb is "tapped" at the start of my turn and "untapped" at the start of opponent's turn?

Yes.
As I have said , if you can make your Winter orb becomes tapped at the end step of your opponent's turn = this makes you can untap all lands you control and winter orb itself in your next upcoming untap step.
And if you can make your Winter orb becomes untapped at the end step of your turn = this makes your opponent can't untap more than one of his/her land in his/her next upcoming untap step.
Please note that you have to do these plans in the end step. Because when a turn start = untap step begins = player untap permanent simultaneously , this is turn base action and no player gets priority at this time.
