Suppose I have Spellskite, Harness the Storm, and Psychic Battle on the battlefield. I cast some instant/sorcery to trigger Harness the Storm, and while that trigger is on the stack, I activate Spellskite to change the target of Harness the Storm's ability to Spellskite (which is an invalid target). I know from the Oracle rulings that I am allowed to activate Spellskite even when it can't be the target, it just doesn't change the target. My question is, does the activation still count as "choosing a target" and trigger Psychic Battle, or does the fact that the target is invalid mean the target is never chosen?
Spellskite doesn't make you choose a target to begin with. It only lets you change the target to spellskite.

What exactly are you trying to accomplish with the interaction of these cards? If you're simply trying to get psychic battle to trigger so you can see the top card of each library then Harness the Storm's own triggered ability (which targets a card in your graveyard) will trigger Psychic Battle. Likewise, when you activate Spellskite's ability targeting the Harness the Storm's triggered ability, that would likewise trigger Psychic battle.
When Spellskite's ability resolves however, you are not choosing a new target, so even if the spellskite's ability was targeting something that could target spellskite, the Psychic battle would not trigger off of the resolution of Spellskite's ability.
