Banishing Light's trigger will exile the commander, so the commander's owner can have it put into the command zone instead (or just moved to exile). If the commander is in the command zone, it can be cast from there following the usual rules for the format. Wherever the commander gets put, once Banishing Light leaves the battlefield, the commander will return to the battlefield from there, assuming it hasn't left there in the meantime (such as by being recast from the command zone).
And no, Banishing Light won't spontaneously leave the battlefield if it fails to exile an object or anything like that.
When you cast Banishing Light targeting your opponent's commander, he or she may choose to return it to the command zone instead and then cast it again later (with commander tax of course). Or he or she may choose to let it get exiled with it. Then if Banishing Light somewhat gets destroyed, he can have his commander back to the battlefield.
Also, Banishing Light won't go to the graveyard even if it's target is lost.

So you cast Banishing light , if no one response = it enters the field and its ability trigger.
This ability is put on the stack , you choose target for it. If no one response , this ability resolves.
The controller of targeted Commander choose to put it to Command zone instead.
Then if Banishing light leaves the field when the Commander still be in Command zone (hasn't moved to other zone) , then the Commander is returned to the field.
But if this Commander leaves Command zone (may be cast again) before Banishing light leavs the field = nothing happens.

If an object is put into a public zone, such as the exile zone or the command zone, then such an effect can track the existence of the object as it exists in exile or the command zone. Immediately as Banishing Light leaves the battlefield, as long as the object it was tracking still exists, it will be able to return that object to the battlefield.
In other words, as long as the object that Banishing Light is exiling goes to a public zone, and doesn't move to another zone somehow or become a new object, then it will be brought back to the battlefield as Banishing Light leaves (other than a few irrelevant exceptions).

The rules entry that was cited isn't relevant in this scenario. That rules entry is only relevant for instances where the object that's moving has the triggered ability. The rule no longer applies if Banishing Light were an activated ability instead of a triggered ability, but the scenario in question can still occur.
This rule describes what happens when an activated or triggered ability is linked to another ability that refers to "the exiled cards":
607.2a If an object has an activated or triggered ability printed on it that instructs a player to exile one or more cards and an ability printed on it that refers either to “the exiled cards” or to cards “exiled with [this object],” these abilities are linked. The second ability refers only to cards in the exile zone that were put there as a result of an instruction to exile them in the first ability.
Because Banishing Light doesn't have the words "the exiled cards" or "exiled with Banishing Light" printed in its rules text, it isn't limited to looking only in the exile zone for the object that it exiled.
Compare this to Oblivion Ring, for example, which does use the phrase "the exiled card". This means that Oblivion Ring can only look in the exile zone for whatever it's looking for.

That means I can really destroy the Banishing Light instead of replaying my commander and end up putting it on the battlefield? This is weird and awesome at the same time.
I admit that Rule 400.7d is not the totally relevant Rule , but I think it is the most close one. I can't find the CR that is directly explain Banishing light's ability.
Because Banishing light's ability is not "Linked ability" either. This ability creates 2 one shot effects as 610.3 describe.

Hypothetically, if there was an effect that said 'if a card would be exiled, instead it's put into the graveyard', could Banishing Light see the card in a graveyard since the grave is public too?
