Are Shichifukujin Dragon and 1996 World Champion cards that are tournament legal for a Vintage Proxy tournament or can you only choose cards that are made in an actually released set?
Any tournament with Proxies is by definition unsanctioned, and thus it's subject to whatever rules the TO wants to place on it.
That being said, if it's listed as Vintage tournament, then presumably you can only use cards (or proxies of cards) that are legal in Vintage, so neither of those cards would be allowed.
The former card would likely be legal, provided it meets the standards of an authorized card in section 3.3 of the MTR. The latter card seems more like an Un- card and would not be legal.
There was a long argument about this [url=http://www.mtgsalvation.com/forums/the-game/vintage-type-1/558424-1996-world-champion-proxies]last year[/url]. The discussion focused mostly on the World Champion, but the Shichifukujin Dragon came up as well.

It was also suggested that lack of an Oracle entry means you should fallback to the printed text (note that this would mean Shichifukujin Dragon dies as a 0/0 creature before it gets its counters, as well as problems with both cards being Summon cards instead of Creatures, the World Champion being a nonexistent subtype, and the Dragon's activated ability instructing you to "sacrifice" +1/+1 counters, etc.).
I'll also point out that while Gatherer has no entry for either of these cards, magiccards.info lists them as not being legal in any format.
List tags are malformed.
