I'm trying to determine if an opponent can respond to Council's Judgment to try to save his/her voted nonland permanent from being exiled by using an instant-speed effect to put into the graveyard or into the library.
Voting happens during the resolution of the spell. Your opponent will not have the opportunity to save the permanent that you want to exile, so he or she will have to preemptively use the spell or ability to remove it from the battlefield, at which point you will be able to vote for another permanent instead.
