First off, Leyline of the Void and Wheel of Sun and Moon are both replacement effects, not triggered abilities. Whenever two replacement effects apply, whoever owns what is affected chooses what to apply.
We'll say I'm enchanted with a Wheel of Sun and Moon and my opponent has a Leyline out. I get to choose where my dead cards go. This choice canna be responded to.
Painter's Servant + Grindstone + Wheel of Sun and Moon results in a draw. The top two cards are revealed and put on the bottom and the process repeats indefinitely. The player whose library it is chooses the order that the cards will go to the bottom (in multiples of two)- not that that's relevant. Neither player will ever receive priority again.
Now, say you have a Leyline out and I have a Wheel of Sun and Moon enchanted on myself. If you Painter's Servant Grindstone me, I will eventually need to exile the cards to stop the loop.

No worries, more than happy to help out. I think everyone has done that before. I know I've done it plenty of times. But yeah, I agree. It always gets a laugh out of me (:

If in a situation such as this and they used painters servant + grindstone, could I technically chose to be stubborn and never chose to exile and offer a draw?

Unfortunately you would not be changing the game state by repeating to put your cards on the bottom and eventually would be forced to exile your libraryv since otherwise you would get either game delay or slow play warning/game loss over time.

The game only ends in a draw if there are no other options available to either a player.
In your case you have a choice, you can choose the order in which the replacement effects are applied so at some point you will be forced to choose to apply the effect of leyline of the void first so your library is going to get exiled and you will lose the game next time you attempt to draw a card from your library.

wheel of sun and moon
Lets say my opponent has Leyline of the Void on his/her side
I enchant myself with the Wheel of Sun and Moon
If a card would go to the graveyard, instead where would it go?
How do I know which enchantment kicks in first to decide what happens to the card?
I've always cracked up a bit at the google thing
